Job summary

New York City Department of Housing Preservation (HPD) seeks a Capital Analyst to support capital planning for affordable housing across NYC. You will help secure funding approvals, manage CP submissions, and coordinate with OMB while building expertise in HPD loan programs and statutory lending authorities.

You will learn budgeting procedures and real estate finance fundamentals for affordable housing, collaborating with internal teams and external stakeholders to advance HPD’s capital program.

Qualifications

• Bachelor's degree and two years of experience in community work or related duties.
• High school graduation or equivalent and six years of related community work experience.
• Education/experience equivalent to 1 or 2 above, with at least one year in area 1.

Responsibilities

• Manage capital funding requests for affordable housing projects as part of CP process.
• Review and evaluate project submissions; assess budgetary and policy implications.
• Liaise with OMB on behalf of assigned portfolio; ensure timely responses and CP approval.
• Maintain internal tracking of project data and prepare briefing materials, memos, and reports.
