Job summary

The Virginia School for the Deaf and the Blind (VSDB) in Staunton, VA, seeks a Capital Outlay Project Engineer to manage the school’s capital outlay program and select large facilities projects. You will coordinate with designers, contractors, and state agencies to deliver projects on time, within budget, and to quality standards, supporting the school’s mission.

About this position

The Capital Outlay Project Engineer is responsible for managing all phases of the school's capital outlay program and selected small facility projects. This position ensures that projects are executed in compliance with the Virginia Public Procurement Act (VPPA), the Construction and Professional Services Manual (CPSM), and other applicable state regulations. Reporting directly to the Director of Facilities and Engineering, the Project Engineer serves as the primary liaison between VSDB, design professionals, contractors, and oversight agencies, ensuring that projects are delivered on time, within budget, and to required quality standards. The position also provides expertise in long-range facility planning and supports school operations by coordinating project activities to minimize disruption to students and staff.

Minimum Qualifications

Education, Experience, Licensure, Certification required for entry into position:

Required:

• Demonstrated experience in architecture, engineering, construction management, or a related field.
• Demonstrated experience managing capital outlay or large-scale construction projects.
• Working knowledge of procurement regulations, construction contracts, and state/federal building requirements.

Knowledge of:

• Capital outlay project lifecycle, including planning, design, procurement, construction, and close-out.
• Virginia Public Procurement Act (VPPA), CPSM, and other applicable state and federal regulations.
• Building and Life Safety Codes, ADA accessibility requirements, flood plain restrictions, and historic preservation requirements (DHR, AARB).
• Budget development, cost control, and financial tracking for capital projects.
• Contract administration, project scheduling, and construction management practices.

Skills in:

• Project management, including coordinating multiple large-scale projects simultaneously.
• Reviewing and interpreting architectural/engineering plans, specifications, and contracts.
• Analyzing budgets, schedules, and contractor performance to ensure accountability.
• Preparing clear and concise reports, presentations, and project documentation.
• Facilitating effective communication between contractors, consultants, school staff, and state oversight agencies.

Abilities/Competencies to:

• Lead and manage complex construction projects while balancing competing priorities.
• Apply critical thinking to resolve construction and design challenges effectively.
• Build and maintain strong working relationships with diverse stakeholders.
• Ensure compliance with state procurement rules and project delivery requirements.
• Represent VSDB professionally with state agencies, contractors, and the public.
• Work collaboratively to support the school's mission and minimize disruption to academic and residential life.

Additional Considerations

Preferred:

• Fundamentals of Engineering (FE), Professional Engineer (PE), Registered Architect (RA), or Certified Construction Manager (CCM) credential.
• Direct experience with Virginia state capital outlay processes, VPPA, CPSM, and DGS procedures.
• Experience working in a public-sector, educational, or state agency environment.
• Familiarity with accessibility standards, historic preservation requirements, and sustainability practices.
