Working under the general direction of the Caltrans Maintenance Manager I - Region Support, the incumbent coordinates the Hazardous Materials (HazMat) program for District 02 in accordance with District, Department, State and federal law, policies, procedures, rules, and guidelines. Required to work overtime due to emergencies, special work projects, storms, as determined by the supervisor or Department. Incumbent must be willing to travel throughout the district to respond to spills and emergencies, and occasionally, throughout the state, for training and meetings. Overnight travel is occasionally required. Must be in possession of a valid Class C California Driver's License; a valid Class A driver's license is desirable. Strong oral and written communication skills are required.
In cooperation with Managers, Superintendents, Supervisors and other district functions, is responsible for ensuring that Caltrans generated chemical waste, highway spills and illegal encampment removals are properly managed and in compliance with all pertinent laws, rules, and regulations. The incumbent is the emergency response coordinator for all hazardous spills and is the backup response coordinator for illegal encampments in District 2, with the expectation of responding to each incident expeditiously. Working with staff from Traffic Operations, Field Maintenance, emergency response agencies and HazMat contractors, the incumbent determines the safest and most cost-effective method for cleanup of each spill. Ensures the responsible party of each spill is identified and billed for all costs associated with the cleanup. Prepares or oversees the preparation of various related documents and reports including manifests, spill reports, diaries, etc. Recognizes and takes positive action to ensure the highest possible departmental image is maintained. Provides responsive and timely service to the Department’s customers.

While at their base operation, employee will work in a climate‑controlled office under artificial lighting. However, due to periodic problems with the heating and air conditioning, the building temperature may fluctuate. The incumbent will be required to sit at a desk in an office and/or cubicle or open space environment. When traveling or in the field, incumbent is required to work in a wide range of sometimes extreme conditions, including heat up to 120 degrees, cold to –15 degrees, strong winds, rain, sleet, and snow. During the winter months the workweek is normally 5/8‑hour days. During the summer months, the workweeks may be changed to 4/10‑hour days. The scheduling of the 5/8 days or the 4/10 days is at the discretion of District Management. The incumbent shall be expected to respond to HazMat incidents on a 24 hour / 7 days a week availability. Required to work overtime, nights, and weekends due to storms, emergencies, or special work projects, as determined by the supervisor or Department. Overnight travel is occasionally required. Personal safety requirements when in the field include:
A. Work boots, in good and sturdy condition, must be worn to provide foot and ankle support protection.
B. Either long or short sleeved shirts provided by Caltrans, or a safety vest is to be worn over non‑safety shirts or coats.
C. Long pants. No shorts or cutoffs.
D. Provided safety gear; hard hat, safety glasses, hearing protection devices, face shields, gloves, respirator, chaps, or other safety gear must be worn when required by the Department.
