You will join a high‑performing agile team supporting a federal program, delivering senior‑level expertise, strategic guidance, and actionable recommendations on complex organizational and business challenges.

The position is based in Washington, DC, requires US citizenship, and travel is not required.

Qualifications

• Twenty+ years of specialized management experience.
• Proven expertise in strategic planning, organizational design, and executive-level consulting.
• Experience providing senior-level consulting, advisory, and strategic management services.
• Strong understanding of organizational assessment, performance measurement, and process improvement.
• Excellent written and verbal communication skills.

HarmonyTech is currently looking for a talented and self-motivated Subject Matter Expert V specializing in strategic management, organizational consulting, and business transformation. You will be working with a high-performing agile team supporting a federal program and providing senior-level expertise, strategic guidance, and recommendations on complex organizational and business challenges.

Position is available in Washington, DC, requires US citizenship. Travel is not required.

Roles and Responsibilities

• Provide expert consultation, advice, and recommendations to senior management and project teams.
• Develop strategic solutions to complex organizational, management, and business challenges.
• Conduct research and prepare complex business documents, including white papers, briefings, and strategic plans.
• Lead organizational assessments and align organizational structures, processes, and performance measurement tools with agency goals.
• Deliver training, education, and exercise management activities to support workforce development.
• Advise on program performance, evaluation metrics, and continuous improvement strategies.
• Serve as a senior advisor for high-visibility initiatives impacting mission-critical programs.
• Provide strategic recommendations to improve organizational effectiveness, operational efficiency, and program performance.
• Support senior leadership in evaluating strategic alternatives, risks, and opportunities.

Required Qualifications

• Minimum of twenty years of specialized management experience.
• Proven expertise in strategic planning, organizational design, and executive-level consulting.
• Demonstrated experience providing senior-level consulting, advisory, and strategic management services.
• Strong understanding of organizational assessment, performance measurement, and process improvement.
• Excellent written and verbal communication skills.

Preferred Qualifications

• Experience supporting federal government programs or agencies.
• Experience working with senior executives and government leadership.
• Experience developing strategic plans, white papers, executive briefings, and organizational assessments.
• Experience leading complex organizational transformation or mission-critical initiatives.

Education

• Master’s degree or Doctorate in a relevant field.
