Job description

HarmonyTech Inc. is seeking a Corporate PMO Analyst to provide enterprise-level project management support across a portfolio of federal programs and corporate initiatives. The successful candidate will partner with program managers and corporate leaders to strengthen schedule discipline, reporting, risk and issue management, staffing coordination, and business development execution.
This is a hands-on corporate PMO role requiring the ability to organize information from several programs, identify exceptions, and translate program data into clear management actions.

This is a hybrid role based in Fairfax, VA 22031, U.S. Citizenship is required.

Position Summary

The Corporate PMO Analyst supports consistent governance and project controls across multiple programs. The role owns the consolidation of weekly and monthly status reporting, maintains master schedules and portfolio views, administers risk, issue, action, and decision tracking, coordinates staffing activities, and supports capture and proposal efforts. The successful candidate will be comfortable working independently, following up with program leaders, and presenting concise, decision-ready information to executives.

Key Responsibilities

Portfolio reporting and governance

  • Manage the corporate reporting calendar and coordinate Weekly Status Reports across several programs, ensuring timely submission and consistent reporting of accomplishments, planned activities, milestones, deliverables, risks, issues, staffing, and management needs.
  • Consolidate program inputs into portfolio-level weekly summaries for corporate leadership, highlighting exceptions, cross-program impacts, decisions required, and items needing escalation.
  • Develop and coordinate Monthly Status Reports for assigned programs, working with program managers to validate narrative, schedule, staffing, performance, and contractual information before submission.
  • Prepare executive briefings, portfolio dashboards, meeting materials, and ad hoc status updates using accurate and traceable source information.
  • Facilitate recurring PMO and program review meetings; document decisions, actions, owners, and due dates and follow through to closure.
    Schedule and milestone management
  • Develop, maintain, and quality-check integrated schedules for corporate initiatives and assigned programs using Microsoft Project or an equivalent scheduling tool.
  • Work with program managers and workstream leads to establish activities, dependencies, durations, milestones, baselines, and realistic forecast dates.
  • Monitor critical paths, near-term milestones, deliverables, external dependencies, option periods, and other time-sensitive contractual or corporate commitments.
  • Analyze schedule variance and slippage, identify downstream impacts, and coordinate recovery actions or re-planning with responsible owners.
  • Maintain a consolidated portfolio milestone calendar and provide advance notice of upcoming reviews, deliverables, renewals, and decision points.
    Risk, issue, action, and decision management
  • Maintain program and portfolio risk and issue registers with clear descriptions, probability and impact ratings, response strategies, owners, target dates, and current status.
  • Facilitate recurring risk and issue reviews and challenge entries for completeness, measurable mitigation actions, realistic due dates, and appropriate escalation.
  • Identify themes and dependencies that cross program boundaries and bring emerging portfolio-level risks to corporate leadership before they affect delivery.
  • Maintain action-item and decision logs, track commitments to closure, and preserve an auditable record of significant management decisions.
    Staffing and resource management
  • Maintain current and forecast staffing plans across assigned programs, including funded positions, incumbents, vacancies, start and end dates, allocations, and anticipated changes.
  • Coordinate staffing actions with program managers, recruiting, human resources, finance, security, and operations, from requisition and candidate review through onboarding, reassignment, and offboarding.
  • Track recruiting and onboarding milestones, identify delays or coverage gaps, and elevate constraints that may affect delivery or customer commitments.
  • Support resource forecasting and scenario planning by comparing planned staffing with actual assignments, utilization, and future program demand.
  • Prepare concise staffing summaries for leadership and ensure personnel changes are reflected consistently in schedules, reports, forecasts, and program records.
    Business development and corporate support
  • Support business development pipeline and capture reviews by maintaining action plans, schedules, data calls, assignments, and decision deadlines.
  • Develop and manage proposal schedules and work plans, including kickoff activities, compliance reviews, writing assignments, color-team reviews, production milestones, and final submission readiness.
  • Coordinate proposal inputs such as resumes, past performance, project metrics, staffing plans, management approaches, and corporate capability information.
  • Help translate current program performance, lessons learned, and customer outcomes into reusable proposal and capability content.
  • Maintain organized PMO and business development content in SharePoint or other approved repositories, including templates, reports, schedules, standard operating procedures, and reusable artifacts.
  • Recommend and implement practical improvements to PMO templates, governance routines, dashboards, reporting quality, and portfolio visibility.
    Required Skills and Qualifications
  • Four to seven years of relevant experience in a PMO analyst, project analyst, project controls, program analyst, project coordinator, or similar role.
  • Demonstrated ability to support several concurrent programs or workstreams and maintain accurate status, schedule, risk, action, and staffing information across them.
  • Hands-on experience developing and maintaining project schedules, including milestones, dependencies, baselines, critical paths, forecasts, and variance analysis.
  • Experience coordinating Weekly Status Reports and Monthly Status Reports and converting multiple program inputs into concise, executive-level summaries.
  • Working knowledge of risk and issue management practices, including assessment, mitigation planning, ownership, escalation, and closure.
  • Experience supporting staffing plans, recruiting coordination, onboarding and offboarding activities, and resource forecasts.
  • Experience supporting business development, capture, or proposal activities in a deadline-driven environment.
  • Strong proficiency with Microsoft Project and Microsoft 365, particularly Excel, PowerPoint, Word, Teams, and SharePoint.
  • Excellent written and verbal communication, attention to detail, professional judgment, and the confidence to follow up with program managers and senior leaders.
  • Ability to prioritize competing deadlines, work independently, protect sensitive corporate and personnel information, and maintain dependable records.
    Required Certification
  • Project Management Professional (PMP) certification or an equivalent recognized professional project or program management certification.
Preferred Qualifications
  • Federal contracting: Experience in a federal government contracting, information technology, or professional services environment.
  • Contract operations: Familiarity with contract deliverables, periods of performance, option dates, funded staffing, and customer reporting requirements.
  • Reporting and analytics: Experience with project portfolio dashboards or business intelligence tools such as Power BI.
  • Capture and proposals: Knowledge of structured capture and proposal methods, including compliance matrices and color-team reviews.
  • Business systems: Experience using Jira, Microsoft Planner, applicant tracking systems, resource planning tools, or financial management systems.
Education
  • Bachelor’s degree in Business Administration, Project Management, Information Systems, Information Technology, Finance, or a related field. Relevant additional experience may be considered in place of a degree.
