The University of Maryland School of Medicine (UMSOM) - General Child Psychiatry has an exciting opportunity for a Business Operations Manager.

The Department of Psychiatry has a tripartite mission of Clinical, Education, and Research agendas, serving our surrounding community and the State of Maryland, and providing expertise at a national and international level. Our Education programs are dedicated to training the next generation of physicians, scientists, and psychologists through our nationally competitive programs. The Department houses top-tier competitively funded researchers, including those at the Maryland Psychiatric Research Center. With over $43 million dollars of Federal grants and contacts, the Department is a leading clinical department within the University of Maryland School of Medicine. Through the integration of our basic science work with our T1 translational research, we are positioned to take advantage of new discoveries and developments in genetics, neuromodulation, neuroimaging, and molecular biology and chemistry. The selected candidate will perform duties that support the mission and vision of the department.

Primary Duties

  1. Manage three or more day-to-day departmental or school business operations: Finance (FIN), Human Resources (HR) and Payroll (FINPR), Purchasing (SSAS), Research Administration (REA), and Facility Planning (FAC). Provide direct supervision to professionals or skilled technical employees. Function as an advisor and administrator of business operations. Analyze and resolve business operations issues and needs; interpret policies; provide quality control to operations; execute business plans and procedures; and demonstrate solid subject matter knowledge.
  2. Propose and execute functional standards of operations, policies, procedures, processes, and protocols to ensure compliant, effective, and efficient operations. Implement campus policies, procedures, and programs, ensuring compliance with Federal, State, and local policies, procedures, and regulations by developing training, leading group meetings, and creating informational materials.
  3. Manage short- and long-term department planning and project outcomes. Be accountable for the success of projects that increase operational efficiency and effectiveness.
  4. Manage day-to-day operations and be responsible for hiring, retaining staff, career coaching, professional development, and performance management of direct reports. Ensure work is completed within schedule and constraints.
  5. Manage the lifecycle research administration process from development, review, and submission through the post-award stage. Develop and implement procedures to meet research administration goals while complying with relevant rules and regulations. Provide ongoing training and education to increase institutional knowledge related to grants and contracts.
  6. Manage department finances to support strategic initiatives, including developing, monitoring, analyzing, forecasting, and reporting on the budget, as well as managing effort reporting and funding profiles. Create and analyze reports, investigate trends and variances.
  7. Manage all aspects of department payroll, ensuring compliance and accuracy. Generate reports for reconciliation and oversee payment administration. Collaborate with Financial Services-Payroll for proper reconciliation and compliance.
  8. Manage procurement to support strategic initiatives, including expenditure analysis and reporting.
  9. Assist leadership with HR strategic goals. Manage HR to ensure efficiency, compliance, and accurate data. Oversee performance assessment compliance and ensure timely submissions.
  10. Responsible for facility management, space allocation, communication services, furniture, fixtures, and equipment planning. Work with Facilities Management for renovations and upgrades.
  11. Perform other duties as assigned.

Qualifications

  • Bachelor's degree in business administration, public administration, finance, marketing, accounting, human resources, or related field; Master’s preferred.
  • Five (5) years of business-related experience, with at least two (2) years in human resources and payroll, finance, facility operations, or research administration.
  • Two (2) years of direct management experience involving personnel recruitment, training, and development.
  • Additional related experience and education may be substituted on a year-for-year basis, with 30 undergraduate credits equivalent to one year of experience.

Salary Range: $97,000 - $105,000, commensurate with education and experience.
