Business Analyst Application Design, Redesign & Modernization
Job Overview
An experienced Business Analyst is urgently needed to support a major enterprise application modernization initiative within a complex public-sector environment. This contract opportunity is suited to a hands-on professional with substantial experience leading functional application design, redesign, and modernization activities. Candidates must demonstrate the ability to independently assess existing enterprise systems, identify functional gaps, define future-state solutions, and translate complex business needs into detailed, implementation-ready designs to be considered for an interview.
The successful candidate will contribute to modernizing applications that support case management, quality assurance, incident management, investigations, compliance, and operational oversight. This role requires strong analytical capabilities, sound business judgment, and the confidence to take ownership of functional design decisions and deliverables.
Must Haves
- Business Analysis Experience: At least five (5) years of progressively responsible Business Analyst experience supporting complex enterprise application development, redesign, replacement, or modernization initiatives.
- Functional Design Expertise: Minimum three (3) years of direct experience leading or owning functional application design or redesign activities, beyond general requirements gathering or documentation.
- Enterprise Application Modernization: Demonstrated experience evaluating existing or legacy applications, identifying functional limitations, defining future-state capabilities, and supporting approved solutions through implementation.
- Implementation Experience: Participation in at least two significant application implementation, replacement, redesign, or modernization projects, with involvement across multiple software development life cycle phases.
- Requirements and Solution Translation: Proven ability to convert business policies, regulatory obligations, operational procedures, and stakeholder needs into detailed functional specifications and testable application requirements.
- Workflow Analysis and Redesign: Hands-on experience documenting current-state processes, identifying inefficiencies, and designing improved workflows, business rules, system interactions, and operational procedures.
- Functional Documentation: Strong capability producing detailed design artifacts, including process models, use cases, user stories, functional specifications, business rule catalogs, acceptance criteria, and requirements traceability matrices.
- Stakeholder Leadership: Experience independently facilitating discovery sessions, leading functional design discussions, resolving conflicting requirements, and securing agreement among business and technical stakeholders.
What the Client Needs You to Do
The client needs a results-oriented Business Analyst who can take ownership of functional analysis and solution design for complex enterprise applications. The successful candidate will evaluate existing systems, understand operational challenges, and develop practical future-state solutions that improve functionality, usability, efficiency, and compliance.
You will work closely with business stakeholders, subject matter experts, project managers, technical teams, and operational representatives to ensure that proposed application changes address real business needs. You must be comfortable evaluating alternatives, recommending solutions, documenting design decisions, and maintaining accountability for functional deliverables throughout the project lifecycle.
The ideal professional brings a combination of independent problem-solving, strong communication, technical awareness, and experience working in regulated environments.
Key Responsibilities
- Lead discovery and assessment activities by engaging business stakeholders, operational teams, subject matter experts, and technical personnel to understand existing applications, business processes, and system requirements.
- Evaluate current application functionality by analyzing existing workflows, business rules, user permissions, integrations, reports, data flows, system controls, exceptions, and operational workarounds.
- Identify improvement opportunities by assessing functional gaps, process redundancies, conflicting requirements, usability challenges, regulatory considerations, and dependencies across enterprise systems.
- Develop future-state functional solutions covering workflow behavior, user access, task assignments, approval processes, validation rules, notifications, escalations, exception handling, reporting, and audit requirements.
- Produce comprehensive functional design documentation including current-state and future-state process models, use cases, user stories, functional specifications, data definitions, screen requirements, interface specifications, and business rule documentation.
- Assess and recommend design alternatives by evaluating potential solutions, identifying implementation impacts, documenting assumptions and constraints, and presenting recommendations with supporting rationale.
- Facilitate functional design reviews by coordinating stakeholder walkthroughs, resolving outstanding questions, addressing conflicting requirements, and obtaining necessary business decisions and approvals.
- Maintain requirements traceability by connecting business objectives and functional specifications to development activities, testing scenarios, acceptance criteria, and implementation outcomes.
- Monitor functional risks and dependencies by identifying scope changes, unresolved decisions, design inconsistencies, delivery challenges, and potential operational impacts, escalating concerns with actionable recommendations.
- Communicate solution requirements effectively by translating complex business and technical concepts into clear documentation and presentations suitable for both technical and nontechnical audiences.
