Job summary

State of MA is seeking a Business Analyst to drive the design, redesign, and modernization of EOHHS information systems. You will lead discovery, capture requirements, and translate policies into detailed functional designs for complex enterprise applications, including HCSIS and QE5.

The successful candidate will own artifacts, support multiple project phases, and work in a hybrid telework environment with occasional travel to regional offices in Massachusetts.

Qualifications

• Minimum five years of Business Analyst experience on complex application development, redesign, or modernization projects.
• At least three years directly responsible for functional application design or redesign.
• Experience owning major BA and functional-design deliverables.
• Experience assessing legacy applications, defining future-state functionality, evaluating design alternatives, and supporting implementation.
• Experience leading discovery, requirements, workflow design, and solution design sessions with stakeholders and teams.
• Ability to translate complex policies, regulations, and business rules into implementable requirements.

Responsibilities

• Lead discovery, current state assessment, requirements elicitation, workflow redesign, and functional solution design with business users and technical teams.
• Analyze and reverse engineer existing functionality, data flows, and system dependencies.
• Identify gaps, redundant processes, regulatory constraints, and opportunities to simplify application behavior.
• Design future state workflows, roles, permissions, and approvals with clear traceability.
• Develop artifacts: process models, use cases, user stories, specifications, and matrices.
• Evaluate design options, document tradeoffs, and obtain stakeholder approvals.
• Lead design reviews, manage scope, risks, and traceability from need to implementation.
• Communicate complex concepts clearly to both technical and nontechnical audiences.
