Job summary

ProPower is seeking a Business Analyst to support Michigan Judicial Information Services (JIS) by analyzing court processes and documenting requirements. You will translate workflows into clear user stories and acceptance criteria within an Agile environment, with emphasis on MiFILE statewide electronic filing expansion.

The role requires collaboration with Michigan courts, JIS staff, and stakeholders, plus periodic onsite visits to validate workflows and assist project implementation.

Job description

The Business Analyst is responsible for supporting the Michigan Judicial Information Services (JIS) by working with Michigan trial courts and other stakeholders to understand, analyze, and document court business processes, needs, and requirements. The BA will identify core business needs, document concepts of operation, story maps, briefings, user stories, and business rule, and develop current-state and future-state process maps. This position requires the ability to understand complex court operations and translate court workflows into clear, actionable business requirements in an Agile environment. The position will primarily support the expansion of Michigan’s statewide electronic filing initiative, MiFILE, for remaining trail court needs.

Essential duties and responsibilities include but are not limited to the following:
  • Collaborate with Michigan courts, JIS staff, and other stakeholders to understand current court processes, business needs, challenges and requirements.
  • Research and document court processes, practices, and workflows across Michigan trial courts.
  • Facilitate requirements elicitation through interviews, meetings, site visits, document analysis, and workflow observation.
  • Translate business needs and complex court processes into clear, actionable business requirements, user stories, and acceptance criteria.
  • Develop and maintain process maps, workflow diagrams, business requirements documentation, and other supporting project documentation.
  • Analyze current-state and future-state workflows and identify gaps, dependencies, and opportunities for process improvement.
  • Serve as a liaison between court stakeholders, JIS staff, and project team members to ensure requirements and business needs are clearly understood.
  • Support implementation activities, including requirements clarification, testing, validation, and issue resolution.
  • Participate in periodic onsite visits to Michigan courts to observe operations, gather requirements, and validate workflows and business processes.
  • Maintain project documentation, status information, issue tracking, and other records necessary to support implementation activities.
  • Manage multiple assignments and priorities while meeting project deadlines in a client-focused environment.
  • Other duties as assigned.
Education:

Bachelor’s degree in business administration, public administration, information systems, or a related field; or college-level coursework or an equivalent combination of education and relevant experience, including experience analyzing, documenting, and testing business processes, requirements, and workflows.

Experience or Knowledge:
  • Experience working within the Michigan trial court system, with circuit court experience strongly preferred.
  • Demonstrated experience in business analysis, requirements gathering, and documenting complex business processes and workflows.
  • Experience developing business requirements, user stories, and acceptance criteria.
  • Experience facilitating requirements discussions with business users, subject-matter experts, and other stakeholders.
  • Experience analyzing current-state and future-state processes, identifying gaps, and translating business needs into actionable requirements.
  • Experience supporting testing and validation of business requirements and workflows.
  • Knowledge of Agile development practices, including backlog refinement and iterative development processes.
  • Knowledge of business analysis methodologies, standards, and best practices.
  • Experience creating effective project and process documentation using standard business productivity and workflow-mapping tools.

  • Present business and technical information clearly to both technical and non-technical stakeholder groups.
  • Prioritize across multiple tasks and assignments in a fast-paced, client-focused
  • Adapt effectively to changing priorities, requirements, and project needs.
  • Manage time effectively to meet project

This position is full-time remote with periodic onsite travel to Michigan court locations, potentially up to two (2) times per month based on project and court needs. This position is in a client-focused environment requiring independent work, close collaboration with court stakeholders. Day-to-day work and priorities will be directed by State of Michigan staff.
