Qualifications

Responsibilities

  • Collaborate with Michigan courts and stakeholders to understand processes and needs.

  • Provide client support during and after implementation; conduct ad-hoc analysis and reporting.
  • Contribute to project plans and lead smaller scope projects.

Job description

Accelerate your career today by supporting public sector organizations as a Technical Business Analyst (BA). The BA is responsible for supporting the implementation of technical systems, software, and hardware. The SA will also help identify/analyze customer requirements, assess the effectiveness of our technology, and make recommendations regarding process solutions. This position will play a key role in identifying core business needs, documenting concepts of operations, story maps, briefing, and user stories. This position will focus primarily on supporting MiFILE—Michigan’s statewide electronic filing initiative for trial courts.
Essential duties and responsibilities include, but are not limited to, the following:
  • Collaborate and consult the courts of Michigan and other stakeholders to gain an understanding of current processes, needs, and challenges.
  • Serve as a primary point of contact for development and lead project/implementation engagements in an agile software development environment.
  • Condense complex business processes into clear and actionable user stories with acceptance criteria.
  • Document workflow processes and user stories using standard flow charting tools and methods.
  • Facilitate requirements elicitation using interviews, requirements meetings, surveys, document analysis, site visits, use case and workflow analysis.
  • Act as liaison between external and internal stakeholders and development staff in the analysis, design, configuration, testing, and maintenance of systems to ensure optimal operational performance.
  • Translate business requirements into functional requirements and create business requirement documentation.
  • Responsible for the implementation and support of applications and integration components to address business and technical requirements.
  • Evaluate business and technical needs and develop configurations/strategies to support these processes.
  • Maintain a variety of quality assurance and quality control activities:
  • Perform analysis, setup, testing, and validation for multiple projects while ensuring a high level of service.
  • Test and troubleshoot final system setups.
  • Maintain key project documents, dashboards, status reports, issue and resolution logs, and change control documents.
  • Provide client support during and after the implementation process.
  • Perform various analysis duties, ad-hoc reporting, and research to support day-to-day operational and strategic management decisions.
  • Contribute to the development of project plans and lead smaller scope projects.
  • Other duties as assigned.
Requirements
  • Experience in the Michigan trial court system is highly preferred.
  • Experience using Hyland’s OnBase software is highly preferred.
  • Three years of experience in business process analysis, application implementations and training, project coordination/management and business-related experience.
  • Agile development practices such as continuous integration/continuous delivery, backlog refinement, and retrospectives.
  • Business analyst processes such as those in the International Institute of Business Analysis (BABOK) guide.
  • Project coordination/management methodology, standards, and best practices.
  • Procedures and methods for testing business functions within computer systems.
  • Principles and practices of producing effective project documentation.
  • Proficient with Microsoft Office Tools (Word, Excel, Outlook, PowerPoint).
  • Software Development Life Cycle and development concepts.
  • SQL Server and/or DB2 database experience.

  • Facilitate working meetings, elicit and solicit information, and absorb the information being communicated; facilitate a shared understanding of the problem, possible solutions, and scope of the project in its entirety; facilitate solutions to technical challenges among multiple teams when they involve negotiation between multiple business and technical stakeholders.
  • Apply critical thinking skills to determine the appropriateness of requests, with periodic review of business procedures to clarify or change a business process. Use the knowledge gained in the daily operations procedures as input to business process and procedure documentation.
  • Prioritize across multiple tasks in a fast‑paced environment.
  • Present technical and non‑technical information to all stakeholder groups.
  • Multi‑task in a fast‑paced environment while remaining focused on serving the client.
  • Manage time effectively to meet deadlines.
Required education

Bachelor’s degree in computer science, information technology or a related field or college level coursework or equivalent combination of education/experience in analyzing, designing, and testing systems.
