Position Overview

QinetiQ US is looking for a Budget Financial Analyst to join our team. This position supports a program within the Office of the Under Secretary of Defense for Policy (OUSD(P)) and will be onsite at the Mark Center.

Responsibilities
  • Daily Budget execution including process, track and report on commitments, obligations, and expenditures. Collect and evaluate financial data and other information concerning agency expenditures.
  • Research and liquidate unliquidated obligations (ULOs) for up to five prior years in support Advana DAR-Q (Dormant Account Review Quartey).
  • Serve as the primary point of contact for all travel-related funds management. Manage, analyze and report on funding aspects of the Defense Travel System (DTS) in accordance with records requirements.
  • Prepare funding documents (e.g., MIPRs, Interagency Agreements, fund cites) in DAI (Defense Agencies Initiative).
  • Process and track component requests for funding documents and Official Representation Funds (ORF).
  • Process and track component requests for funding documents for Fund Cites.
  • Develop, modify, update, and maintain auditable records databases, IPA (Intergovernmental Personal Act) process IPA packages, pay invoices, and manage program.
Required Qualifications
  • At least three years of DOD (or similar Federal Dept) financial management or budget analyst experience.
  • High level of proficiency in Microsoft Excel is required.
  • Demonstrated experience with preparing, understanding and presenting budget execution reports and status of funds against OSD benchmark goals is required.
  • Demonstrated experience directly providing daily budget execution in a FM environment is required.
  • Working knowledge of the PPBE process.
Preferred Qualifications
  • CDFM, CGFM, PMP, CPA or other similar certifications.
  • SCI eligibility is highly desired.
