We are seeking an Budget Analyst specializing in Web Design and Content Management to join our dynamic team. This individual will play a pivotal role in developing innovative and effective solutions for our DoD customers within the IC sector.

Role Overview:

The Budget Formulation Analyst plays a critical role within the customer’s organization, supporting the Intelligence Planning, Programming, Budget, and Execution Process (IPPBE). The candidate will be responsible for tasks that ensure the financial health and strategic alignment of a directorate, component, or office’s financial resources.

This role involves developing, executing, and monitoring budgets to meet internal and external requirements, understanding the IC’s financial landscape, resource allocation, budget forecasting, and Congressional appropriations and allocations.

The Analyst will support the formulation, support, and execution of the National Intelligence Program (NIP) Budget, aligning financial resources with the goals of the NIP. The role requires analyzing complex financial data to enable informed decision-making and resource allocation aligned with IC priorities.

The candidate will collaborate with cross-functional teams, working closely with government stakeholders to understand their financial needs and ensure alignment with organizational strategies. The Financial Services Budget Formulation Analyst will stay informed of legislative and financial changes that impact IC budget considerations.

Ultimately, this role requires a dynamic individual capable of navigating the financial intricacies of the ODNI and IC, contributing strategically to budget formulation, and collaborating effectively to ensure the financial resilience and success of the IPB&E process.

Required Qualifications
  • Provide expert guidance and produce reports related to budget and financial activities.
  • Support budget program execution, ensuring alignment with resources and goals.
  • Generate budget reports for offices, components, and NIP programs, including funding summaries.
  • Assist in developing, reviewing, and responding to budget submissions.
  • Aid in developing fiscal guidance and implementation schedules for each budget phase.
  • Contribute to SOP development and process improvements.
  • Assist in budget analysis, data calls, and portfolio reviews.
  • Support fiscal program development for internal components and IC-wide programs.
  • Draft narratives and input for the Congressional Budget Justification Book (CBJB).
  • Support CBJB production, including missions, topics, and sections.
  • Generate talking points, briefings, reports, and responses for interagency forums and working groups.
  • Assess the IC budget across disciplines.
  • Participate in the full intelligence planning, programming, budgeting, and evaluation cycle.
  • Collaborate with USG and IC partners through forums and working groups.
  • Analyze financial reports and data calls through portfolio reviews.
  • Track legislation impacts on the NIP budget.
  • Develop SOPs and deliver training to stakeholders.
  • Develop cost-benefit analyses and investment strategies for the NIP budget.
