Job summary

The Ohio Department of Children and Youth is seeking a Budget Analyst to manage payroll coding, funding combinations, and chartfields to ensure accurate federal funding for staff in Columbus. You will generate and review reports using BI Cognos, Kronos, OAKS HCM and OAKS FIN, while maintaining cost allocations and reconciliations.

This full-time role requires strong accounting and budgeting expertise, attention to detail, and the ability to communicate findings to stakeholders.

Qualifications

  • 3 yrs. experience in budgeting that included fiscal analysis, management & control (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).
  • Undergraduate core program in accounting, public finance, public administration or business administration; 12 mos. exp. in budgeting that included fiscal analysis, management & control (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).
  • Graduate core program in accounting, public finance, public administration or business administration which included coursework in quantitative/statistical analysis (e.g., probability; linear regression; multiple variable regression; computer assisted regression analysis models; trend analysis; forecasting cost benefit analysis).
  • Or equivalent of Minimum Class Qualifications for Employment noted above.

Responsibilities

  • Establish payroll coding for proper assignment and allocation of costs of federal funds used to fund employees.
  • Validate/create combo codes (funding) to ensure proper up to date coding in OAKS HCM.
  • Update Chart of accounts based on agency need and create additional chartfields when needed.
  • Ensure position budget tables are accurately created and assigned based on agency payroll coding.
  • Maintain financial coding and creation of speedcharts within OAKS FIN.
  • Process DCY bi-weekly payroll journal and prepares OAKS FIN payroll journals to post to General Ledger.
  • Prepare Reconciliation Journals when updated are needed to General Ledger.
  • Track personnel actions to validate proper payroll coding.
  • Prepare requested reports using BI Cognos, Kronos, OAKS HCM or OAKS FIN and present findings to stakeholders.
  • Assist with quarterly Administrative Cost Reports that utilize cost pools and direct costs.
  • Maintain changes to Cost Allocation Plan consistent with changes to agency operations and structure.

Location Requirements

DCY’s core hours of operation are Mon-Fri from 8:00am to 5:00pm, however, daily start/end times may vary based on operational need across DCY divisions. Employees may begin as early as 7:00am & as late as 9:00am, based on supervisory approval. This position performs work on‑site daily at DCY’s office space.

Job Description

This position is in the Cost Allocation and Reconciliation Section within the Bureau of Federal Reporting and Cash Management The selected candidate will utilize OAKS HCM, OAKS FIN and Kronos to ensure proper funding of employees of the Department of Children and Youth (DCY) as well as perform essential federal reporting. Essential duties of this position include the following:

Pay Information

Unless required by legislation or union contract, starting salary will be step 1 of the salary range associated with this position. New hires advance to the next step in the range after 6 months and annually thereafter. Based on collective bargaining and legislative activity, there may be cost of living increases awarded annually. Additional longevity supplements begin after 5 years. The current wage progression for this position is in the table below.
