Job summary

The State of Ohio seeks a budgeting and payroll professional for the Cost Allocation and Reconciliation Section within the Bureau of Federal Reporting and Cash Management. You will use OAKS HCM, OAKS FIN and Kronos to fund DCY employees and produce federal reports.

Key duties include establishing payroll coding, maintaining chartfields, posting payroll journals to the General Ledger, and delivering reports with BI Cognos, Kronos, OAKS HCM or OAKS FIN to stakeholders.

Qualifications

  • 3 yrs experience budgeting with fiscal analysis, management & control (e.g., probability; linear regression; multiple variable regression; regression analysis; trend analysis; forecasting cost benefit analysis).
  • Undergraduate core program in accounting/public finance/public administration or business administration; 12 mos exp in budgeting with fiscal analysis.
  • Graduate core program in accounting/public finance/public administration or business administration with quantitative/statistical coursework (e.g., probability; regression).
  • Equivalent of Minimum Class Qualifications for Employment as noted above.

Responsibilities

  • Establishes and maintains payroll coding for proper allocation of federal funds.
  • Validates/creates funding combo codes to ensure up-to-date coding in OAKS HCM.
  • Updates Chart of Accounts and creates additional chartfields as needed.
  • Ensure position budget tables are accurately created and assigned.
  • Maintains financial coding and creation of speedcharts in OAKS FIN.
  • Process DCY bi-weekly payroll journals and post to General Ledger.
  • Prepare reconciliation journals when updates are needed to General Ledger.
  • Track personnel actions to validate proper payroll coding.
  • Prepare reports using BI Cognos, Kronos, OAKS HCM or OAKS FIN for stakeholders.
  • Assist with quarterly Administrative Cost Reports using cost pools and direct costs.
  • Maintain changes to Cost Allocation Plan with agency changes.

Position Overview

This position is in the Cost Allocation and Reconciliation Section within the Bureau of Federal Reporting and Cash Management The selected candidate will utilize OAKS HCM, OAKS FIN and Kronos to ensure proper funding of employees of the Department of Children and Youth (DCY) as well as perform essential federal reporting.

Essential Duties
  • Establishes and maintains payroll coding to ensure proper assignment and allocation of costs of federal funds used to fund employees
  • Validates/creates combo codes (funding) to ensure proper up to date coding is being used within OAKS HCM
  • Updates Chart of accounts based on agency need and create additional chartfields when needed
  • Ensure position budget tables are accurately created and assigned based on agency payroll coding
  • Maintains financial coding and creation of speedcharts within OAKS FIN
  • Process DCY bi-weekly payroll journal and prepares OAKS FIN payroll journals to post to General Ledger
  • Prepares Reconciliation Journals when updated are needed to General Ledger
  • Tracking personnel actions to validate proper payroll coding is applied to employees.
  • Prepare requested reports using BI Cognos, Kronos, OAKS HCM or OAKS FIN and able to present findings to stakeholders
  • Assists with quarterly Administrative Cost Reports that utilize cost pools and direct costs
  • Maintain changes to Cost Allocation Plan consistent with changes to agency operations and structure
Pay Information

Unless required by legislation or union contract, starting salary will be step 1 of the salary range associated with this position. New hires advance to the next step in the range after 6 months and annually thereafter. Based on collective bargaining and legislative activity, there may be cost of living increases awarded annually. Additional longevity supplements begin after 5 years. The current wage progression for this position is in the table below.

  • -Or equivalent of Minimum Class Qualifications for Employment noted above.
