MAIN PURPOSE OF JOB
The Administrative Specialist III serves as the support staff person dedicated exclusively to the day-to-day administration of the Sellers of Travel Services Registration Fund. This is an administrative position working closely with the Executive Director to ensure that the unit operates in an effective and efficient manner in order to protect the public and professionals.
POSITION DUTIES
- Supervises the program and exercises independent judgment and analysis to interpret complex administrative plans and policies for the Unit.
- Manages the daily activities of the Unit in executing its mandate to examine, qualify, license and regulate licensees/registrants.
- Exercises judgment and responsibility for the overall Unit program, including independent analysis of operations, procedures, organizations, and systems and recommends improvements.
- Answers and responds to unit phone calls, voice mails, in person appointments, and emails.
- Manages application and licensing/registration/renewal processes.
- Maintains electronic and paper licensing/registration files.
- Evaluates credentials submitted by applicants to ensure licenses/registrations are issued in accordance with all applicable state laws as well as policies set forth by the department and makes decisions where authority is conferred by the Unit/Commission.
- Evaluations may include applicant's education, experience, insurance, out-of-state credentials as well as the elements of the license/registration for businesses.
- Research's records and produces license certifications for issuance to other states.
- Releases registrations.
- Participates in the formulation, establishment or modification of program goals and objectives through analysis of alternatives, trends, available resources, and projected program needs.
- Participates in the program planning process by developing forecasts, proposals or procedures for orderly growth and expansion of the Unit and its' mission.
- Answers walk in, telephone and e-mail inquiries from professionals about the status of their applications, their eligibility for registration/licensing, and requirements of the laws and provides appropriate forms, etc.
- Makes independent decisions based on the policies, laws and regulations for the Unit.
- Manages and resolves customer issues and problems with applications for licensing/registration filed over the Internet and telephone.
- Provides direct, in-person support to applicants and consumers visiting the office.

- Assists in the planning and implementation of new or revised procedures, practices programs, exams and standard operation procedures.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work.
- 1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.
- 2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience using AS 400
- Experience reviewing, approving, and maintaining records/applications
- Experience working in professional licensing
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
SPECIAL REQUIREMENTS
All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
