The Blueprint Operations & Strategy Program Mgr. -Senior leads the administrative, operational, and fiscal management of the Vermont Blueprint for Health (Blueprint) programs across assigned Health Service Areas (HSAs), with primary operational focus centered in the Burlington region. The Program Manager supports the Population Health Service Organization (PHSO) through strategic planning, operational execution, budgeting, funds flow governance, and program evaluation to advance population health, value-based care, and organizational priorities.
Serving as the primary operational and administrative lead for the Blueprint, the Program Manager - Senior provides comprehensive oversight of program execution across 3 HSAs, grant deliverables, multimillion-dollar ($14M+) grant allocations, and state reporting requirements. Working collaboratively with operational, clinical, community, and administrative leaders, the Program Manager -Senior ensures Blueprint funding and program activities are aligned with organizational goals, state requirements, and broader PHSO strategy.
Crucially, the Program Manager -Senior is responsible for building and maintaining strategic relationships with independent practices, ensuring Blueprint program adherence, and managing the precise, transparent, and timely flow of funds to both health system and independent practice partners.
The Program Manager - Senior also provides operational planning and decision support across the PHSO, supporting strategic initiatives, evaluating community integration opportunities, and driving operational improvement throughout the organization.
Required: Bachelor’s Degree in Healthcare Administration, Business Administration, Public Health, Finance, or a related field.
Preferred: Master’s Degree in Healthcare Administration (MHA), Business Administration (MBA), Public Health (MPH), or related discipline.
