Job summary

Multnomah ESD is seeking a bilingual Program Manager for Title I-C to lead the migrant education program, coordinating services across districts and partners. The role requires a current Oregon TSPC license and Title I-C experience.

You will oversee planning, budgeting, reporting, and staff supervision to ensure grant compliance and effective student support. You will work with schools, families and community partners to provide educational services, engage in program development, and ensure

Qualifications

• Knowledge of Title I-C federal and Oregon requirements (identification, recruitment, eligibility, reporting).
• Ability to work effectively with students and families from varied backgrounds and to build partnerships with districts and community service providers.
• Ability to communicate in English and Spanish, orally and in writing.
• Ability to train and guide staff in identification and recruitment practices and review documentation for compliance.
• Ability to plan and manage programs, budgets, records and data and to supervise assigned staff.
• Effective problem-solving, interpersonal, written communication and computer skills.
• Ability to perform essential duties with or without reasonable accommodation.
• Valid driver’s license and ability to obtain ODE Type 10 driver certification if transporting students.

Responsibilities

• Coordinate with ODE and component districts to plan, implement and monitor Title I-C services.
• Prepare grant applications, work plans, program reports and related documentation.
• Develop staff work plans and assignments; monitor program activities and progress toward goals.
• Coordinate identification and recruitment activities; review eligibility documentation.
• Consult with district staff, teachers, families to identify needs and coordinate services.
• Plan instructional, outreach and family engagement activities; coordinate with other programs.
