POSITION SUMMARY:
The Benefits Manager position is a full-time, salaried position with benefits, responsible for serving as the manager for a wide range of payroll and benefit programs tasks for this regional government agency. This position demands an experienced professional who is highly organized enabling new and existing staff members to enjoy our broad benefit programs. The role is a mix of administration and processing activities. As a trusted partner, you will ensure regulatory compliance, streamline processes, and champion best practices that enhance employee well-being, engagement, and overall employment experience.
The Benefits Manager should possess the following critical skills: attention to detail, very strong abilities to multi-task, communicate and prioritize, maintain and implement systems to organize payroll and benefit activities. This position is approximately 85% internal facing, 15% external facing. Staff members have the option of a hybrid work schedule with supervisor approval.
The Benefits Manager reports to the Director of Finance and Administration and collaborates with all staff and some partners and consultants.
FULL SALARY RANGE: $69,824 - 101,245, commensurate with experience

ESSENTIAL FUNCTIONS:
- Benefits Administration
- Manage onboarding process and benefit enrollment for incoming employees
- Manage offboarding process for departing employees including benefit termination and COBRA eligibility
- Manage Annual employee Benefit Enrollment process
- Reconcile and process for payment monthly and periodic payments to benefit carriers for premiums due or for plan services rendered
- Manage 457b/401a plans for employee changes to contribution rates, loan maintenance, distributions maintenance, and plan custom and standard periodic reports maintenance
- Serve as administrative contact for all benefit carriers and maintain carrier representative relationships
- Participate in annual evaluation and recommendations of benefit programs for next fiscal year
- File Annual Health Coverage Related Forms
- Participate in HR Policy and Procedures development and implementation
- Serve as a resource for employees in understanding personnel policies, procedures, and benefits
- Payroll Administration
- Maintain Payroll System and Process Payroll for 60 Employees
- Verify employee timesheets and process bi-weekly payroll, remit payroll taxes, reconcile and transfer benefit plans fundings, reconcile personal, sick and vacation balances to the PR system and process adjustments as needed; record all required entries in financial system
- Maintain HR and PR systems and update for any periodic demographic, pay, job or benefit changes
- File all monthly, quarterly and annual City, State and Federal tax forms
- Manage payroll system updates from calendar year end to beginning of new calendar year
- Other Duties
- Manage employee FMLA leaves, disability claims and related payroll adjustments
- Manage Unemployment claims received, protest replies, and subsequent payment of unemployment benefits charge backs
- Manage Annual workman’s compensation audit
- Prepare benefit and payroll related annual audit schedules
- Assist other Finance and Administration staff with various accounting tasks
POSITION QUALIFICATION REQUIREMENTS:
Education/Training
- Bachelor’s degree in Human Resources, Business Administration, or a related field or equivalent experience
- Skilled with HRIS and Benefit Administration Systems
- Proficiency with Microsoft Word and Excel
- Certifications such as SHRM, CEBS preferred but not required
Experience
- Five (5) years of progressively responsible experience related to the duties of the position with focus on benefits and payroll
- Strong knowledge of benefits compliance and leave-related laws including FMLA, ADA, COBRA and ACA.
- Experience working with municipal or government a plus.
Skills & Abilities:
- Be self-directed, team-oriented and possess sound judgment
- Familiarity with job cost accounting software
- Ability to complete tasks and duties in a timely and accurate manner with minimal supervision·
- Strong interpersonal and communication skills with the ability to establish and maintain solid relationships with a diverse team.
