Job summary

Montgomery County Department of Health and Human Services is seeking a Manager III to lead the Diversion Center and Behavioral Health Crisis Stabilization Center operations across two sites. Qualifications

• Five (5) years of progressively responsible professional experience in grant management and contract management in a local government, public health, and/or behavioral health services setting.
• Bachelor’s Degree is required; equivalency may be substituted.
• Possession of a valid Class "C" (or equivalent) driver’s license when required for duties.

Responsibilities

• Manage BHCSC and RCS operations to function as licensed alternatives to emergency departments.
• Ensure 24/7 operational readiness, safety, and compliance with federal, state, and County regulations.
• Develop and implement policies, procedures, and clinical protocols aligned with COMAR standards.
• Oversee procurement, contracting, and operational management of contracted services.
• Coordinate with hospitals, emergency departments, law enforcement, public safety partners, and related agencies for integrated crisis response.
• Oversee multidisciplinary staff, including providers, nurses, therapists, peer specialists, and health workers; ensure credentialing and staffing levels.
• Lead strategic planning, quality improvement, reporting, and budget input to sustain high-quality crisis services.
• Perform other job-related duties as assigned.
