Job summary

Tulsa Airports Improvement Trust is seeking a Project Manager to oversee capital improvement projects at Tulsa International and Riverside airports. You will manage all project phases—from planning through closeout—while coordinating with FAA, regulators, consultants, and contractors.

Responsibilities include procurement, scope development, cost estimation, contract administration, and grant management. A PE is preferred; strong communication and multi-stakeholder coordination are essential.

Qualifications

  • Bachelor's degree in engineering, construction management, project management, architecture, or closely related field.
  • Minimum of three years of progressively responsible experience in project management, preferably in aviation or public civil infrastructure.
  • Professional Engineer (PE) preferred; experience supporting engineering projects, capital improvements, or consultants/contractors.

Responsibilities

  • Lead procurement and selection processes for architectural, engineering, and construction services.
  • Develop scopes of work and cost estimates; prepare and review design/construction contracts.
  • Review designs to ensure alignment with safety and maintenance objectives.
  • Prepare bid documents and construction contracts compliant with FAA and local policies.
  • Set timelines, monitor progress, and report delays or budget changes to leadership and FAA.
  • Administer FAA grant applications and ensure grant eligibility.
  • Coordinate airfield, building and landside construction activities to minimize disruption.
  • Ensure contractor compliance with laws, codes, FAA regs through monitoring.
  • Serve as liaison between consultants, contractors, FAA, tenants, and internal departments.
  • Review deliverables prior to payment and assess grant-related pay requests.
  • Lead project meetings and site inspections; perform post-construction follow-ups.
