EMPLOYER SPONSORSHIP AND THIRD-PARTY APPLICANTS WILL NOT BE CONSIDERED AT THIS TIME

The Project Manager is responsible for managing and executing capital improvement projects on the airfield, in airport buildings, and on landside infrastructure at Tulsa International Airport and Tulsa Riverside Airport. This role oversees all project phases, including planning, design, procurement, construction, and construction contract administration, while ensuring compliance with applicable Federal Aviation Administration (FAA) regulations and local, state, and federal requirements. The position requires frequent coordination with internal airport departments, external consultants and contractors, airport tenants, and regulatory agencies.

CORE RESPONSIBILITIES
  • * Lead procurement and selection processes for architectural, engineering, and construction services, including evaluating Statements of Qualifications and negotiating contracts.
  • * Develop and refine scopes of work and project cost estimates; prepare and review contracts for design, construction management, and construction contract administration services.
  • * Review project designs and construction plans to ensure they align with operational, safety, and long-term maintenance objectives.
  • * Prepare bid documents and construction contracts in accordance with applicable regulations and policies.
  • * Set project timelines, monitor progress, and report delays, scope changes, and budgetary adjustments to airport leadership and the FAA.
  • * Administer FAA grant applications and ensure adherence to grant conditions, including eligibility of expenditures.
  • * Review and process change orders, including justification analysis, cost reasonableness, and compliance with FAA grant requirements.
  • * Coordinate airfield, building, and landside construction activities to minimize operational disruptions.
  • * Ensure contractor compliance with federal, state, and local laws, codes, and FAA regulations through ongoing contract monitoring and analysis.
  • * Serve as liaison between consultants, contractors, FAA officials, airport tenants, and internal departments.
  • * Verify contractual deliverables prior to payment and assess pay requests for grant eligibility.
  • * Facilitate and lead project meetings and site inspections to monitor project quality and compliance.
  • * Conduct post-construction follow-up inspections to ensure the operational integrity and performance of completed projects.
  • * Review and maintain required project documentation and FAA closeout materials.
QUALIFICATIONS
Education & Experience:
  • Bachelor's degree from an accredited institution in engineering, construction management, project management, architecture, or a closely related field.
  • Minimum of three (3) years of progressively responsible experience in project management, preferably in aviation or public civil infrastructure; or an equivalent combination of education, training, and experience.
  • Previous experience working within an engineering or technical project environment preferred, including experience supporting engineering projects, capital improvements, technical deliverables, consultants, or contractors. Professional Engineer (PE) preferred.
Knowledge, Abilities and Skills:
  • * Ability to establish and maintain effective working relationships with employees, auditors, advisors, agencies, airlines, government officials, consultants, and external business partners.
  • * Strong proficiency in the principles and practices of project management and contract administration, including cost estimating, bid processes, and grant administration.
  • * Familiarity with construction methods and materials related to building, airfield and infrastructure projects.
  • * Familiarity with FAA regulations and federal, state, and local laws applicable to airport projects.
  • * Familiarity with aviation operations, airport security protocols, and airfield safety practices.
  • * Proficiency in Microsoft Office applications and enterprise engineering & contract systems.
  • * Ability to manage multiple high-priority initiatives, competing demands, and confidential matters while exercising sound independent judgment.
  • * Strong analytical and critical-thinking skills with the ability to interpret plan designs & complex drawings and/or specifications, evaluate organizational performance, and identify opportunities to improve operational effectiveness.
  • * Excellent written, verbal, and presentation skills with the ability to communicate information clearly and effectively to executive leadership, regulatory agencies, institutions, and community stakeholders.
Physical Requirements:
  • Arm and hand dexterity enough to use a keyboard and telephone.
  • May be subject to walking, standing, sitting, reaching, handling, and climbing.
  • Vision, speech, and hearing sufficient to perform the essential tasks.
  • Occasional lifting of up to 25lbs.
  • Ability to operate a motor vehicle.
  • Work is typically performed in an office environment with routine visits to active construction sites.
  • May be exposed to outdoor elements, including weather extremes, moving vehicles, loud noises, and potentially hazardous materials.
  • Ability and willingness to attend meeting, conferences, and events outside normal business hours, as necessary.
  • Ability and willingness to travel up to 10% of work time.

This classification is considered a "safety sensitive" position. As a "safety sensitive" classification, you will be subject to drug and alcohol testing, including random testing. Marijuana is one of the substances included in the drug panel screening.

Possession of a medical marijuana license will not excuse you from the testing process, or the consequences of testing positive for marijuana.

Licenses and Certifications:
  • * Must successfully complete all required pre-employment screenings, background verifications, and federal security threat assessments in accordance with applicable laws and regulations.
  • * Must meet all applicable federal, state, local, airport, and regulatory requirements for employment and access credentials, including possession of a valid Oklahoma Class "D" Driver's License.
  • * Must be eligible to obtain and maintain all required airport security clearances and credentials, including but not limited to a SIDA badge and Customs Seal.
