The Political Reform Audit Program conducts audits of political entities as required by the Political Reform Act. These entities include candidates for legislative, constitutional, local, and judicial offices; statewide measure and general purpose committees; as well as lobbying firms and lobbying employers.

Under the general supervision of the Administrator I, Political Reform Audit Section, incumbent will learn all aspects of the Political Reform Audit Program and perform least-to-moderately complex field audits of books and records supporting candidates’ and committees filed statements and reports, their controlled committees and other committees filed under the Political Reform Act of 1974. The incumbent corresponds with filers and/or their representatives, determines compliance with the Act and applicable regulations and prepares audit reports for completed cases.

Responsibilities include electronically accessing filing systems maintained by the Secretary of State or local filing offices to retrieve information, downloads, and copies of submitted filings. All work must be neat, clearly cross-referenced, and easily understood by management and external enforcement agencies.

The incumbent selects appropriate samples for audit testing and schedules field appointments, which may require statewide travel and overnight trips of up to five days. Field audit work includes reviewing electronically transmitted source documents, physical records, and materials obtained from third parties. The incumbent analyzes data, develops facts and evidence, and forms technically sound conclusions supported by applicable laws, regulations, guidance, and original documentation. Information, Facts, Law, Analysis, and Conclusion (IFLAC) work papers are prepared to support all determinations, and team lead review notes are incorporated into subsequent work. Some caseloads must be completed within statutory deadlines, and all cases require timely submission. When material findings are identified, the incumbent prepares audit reports consistent with departmental standards for public release.

Position may be extended up to 24 months or become permanent.
