The Pennsylvania Liquor Control Board (PLCB) is seeking an Attorney 2, Non-Supervisory, to provide legal writing and advisory support within the Office of Chief Counsel. This role focuses on licensing matters, noise exemption issues, and regulatory interpretations.

Ideal candidates will have at least two years of professional legal experience and be admitted to the Pennsylvania Bar, with strong analytical skills and attention to detail for high-quality legal recommendations.

Qualifications

• Two years of professional legal experience and graduation from an accredited school of law; or
• An equivalent combination of experience and training.
• Applicants must be certified for admission to the Bar of the Supreme Court of Pennsylvania and must maintain membership on a continuous basis during employment.
• You must pass a background investigation. An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code. Other criminal convictions will be reviewed on a case-by-case basis.
• Pennsylvania law provides employment preferences for qualified veterans for appointment to many state and local government jobs.

Responsabilités

• Case Review: Examine subpoena requests, continuance requests, and recommended opinions for legal sufficiency and compliance
• Opinion Drafting: Prepare Board Opinions and recommendations for licensing and noise exemption matters supported by statutes and evidence
• Document Preparation: Compile records, exhibits, letters, and attachments needed for appeals, hearings, and municipal communications
• Legal Guidance: Provide advice to Chief Counsel and other leadership regarding licensing cases, petitions, protests, and regulatory interpretations
• Research Support: Investigate legal issues, develop new arguments when precedent does not exist, and respond to questions regarding the Liquor Code
• Hearing Representation: Represent the Board at noise exemption hearings and review related reports and petitions
