The Assistant Chief Counsel is a key member of the Legal Division Management Team. Under the general direction of the Deputy Chief Counsel, the incumbent plans, organizes and directs the activities of Legal Division staff in the Multistate Tax Bureau. Those activities may include interpreting laws, regulations and court decisions; handling taxpayer protests and appeals; representing the Department before various state administrative bodies including the Office of Tax Appeals; acting as a liaison with the Office of the Attorney General in litigation; testifying before legislative and congressional committees; drafting and analyzing legislative proposals and bills; promulgating regulations, and rendering advice with respect to other administrative matters. Incumbent also serves in an acting capacity for the Deputy Chief Counsel in the Deputy Chief Counsel's absence.

Active membership in the State Bar of California is required.

Working Conditions

This position requires 4 or more days in the office per week. It is designated office-centered and may be eligible for some remote work based on departmental guidelines and operational need.

  • Exceptional leadership skills, personnel management skills and flexibility
  • Clear understanding of the Franchise Tax Board's Missions and Values, tax and non-tax programs, policy directionand initiatives
  • Skills to present and respond effectively to executive management, department program managers, elected orappointed officials and the business community
  • A demonstrated ability to properly identify legal and procedural tax issues in assigned matters to determine timelyand appropriate action
  • A broad knowledge of the operations of the Legal Division and its support staff
  • A demonstrated ability to mentor staff to develop skills and knowledge in specialized areas of tax expertise toadvance the objectives of the Franchise Tax Board
