Primary Function of Organizational Unit

The primary purpose of the University Registrar is responsible for maintaining the integrity of all students' academic records, admissions, and registration information. Inherent in that function is the responsibility of disseminating information from those records as needed but within compliance guidelines established both by law (such as the Buckley Amendment, FERPA - Family Educational Rights and Privacy Act) and by university policy.

Primary Purpose of Position

The Primary Purpose of the Associate Registrar Position at North Carolina Central University is to support the Office of the Registrar by managing academic records, course registration, and graduation processes under the supervision of the University Registrar.

Required Knowledge, Skills, and Abilities
  • Working knowledge of the Banner Student Module, including functional processes and activities related to student registration, records, and other Registrar operations.
  • Working knowledge of WEBFOCUS and ARGOS, including the ability to access, analyze, and report institutional data.
  • Knowledge of registration and student records processes within a higher education institution.
  • Ability to accurately write, execute, and maintain ad hoc and standard reports using ARGOS and/or WEBFOCUS.
  • Ability to troubleshoot functional system problems, identify potential causes, and coordinate appropriate solutions with technical support staff and system technicians.
  • Ability to demonstrate and apply general knowledge, skills, and practices associated with Registrar systems and functional activities.
  • Ability to develop a logical workflow for simple applications that support functional and technical system needs.
  • Ability to design input/output processes and file specifications to support effective data management and reporting.
  • Ability to develop and maintain policies and procedures manuals related to functional and technical system activities.
  • Strong analytical and problem-solving skills, with the ability to interpret system requirements, identify issues, and develop effective solutions.
  • Ability to communicate effectively with functional users, technical staff, and other stakeholders to support the efficient operation and continuous improvement of Registrar-related systems and processes.
Minimum Education/Experience
  • Master's degree in Higher Education Administration, Business Administration, or a closely related field.
  • A minimum of five (5) years of progressively responsible experience in a University Registrar's Office or a closely related functional area.
  • Prior experience with Ellucian Banner and DegreeWorks, including knowledge of student information systems and degree audit processes.
  • Excellent written and verbal communication, interpersonal, and customer service skills, with the ability to effectively interact with students, faculty, staff, and other stakeholders.
  • Strong organizational, analytical, and problem-solving abilities, with the ability to assess complex issues and develop effective solutions.
  • Knowledge of FERPA regulations, academic policies, and student records management practices, including the appropriate handling of confidential student information.
  • Ability to manage multiple priorities, meet established deadlines, and maintain confidentiality while working in a fast-paced higher education environment.

Primary Responsibilities and Duties
Planning and Organizing
  • Provide strategic leadership and operational oversight of the Office of the Registrar including the administration, integrity, security, and maintenance of student academic records and related services.
  • Direct and coordinate all functions associated with registration, grading, transcripts, degree conferral, academic standing, records retention, classroom scheduling, enrollment reporting, and graduation processing.
  • Establish divisional priorities, operational goals, and service standards aligned with institutional strategic objectives and student success initiatives.
  • Regularly assists management in establishing work standards, standard processes and references.
  • Provide leadership for staff development, succession planning, cross-training, organizational effectiveness, and continuous process improvement initiatives to ensure high-quality service delivery and operational continuity.
Project Management
  • Maintain institutional compliance associated with FERPA, NCAA, VA certification, state authorization, financial aid enrollment reporting, academic calendar structures, curriculum coding, instructional modalities, and other regulatory requirements affecting student records and academic operations.
  • Manages complex projects.
  • Develops project plans, manages milestones and drives project forward.
  • Accountable for keeping projects on track.
Technical Knowledge
  • Serve as the institutional authority for the operationalization of approved curricular actions, including the creation of new academic programs, certificates, concentrations, and courses; modifications to existing curriculum; program deactivations and discontinuations; modality changes; and implementation of academic policy updates.
  • Ensure curricular changes are accurately translated into institutional systems, student-facing materials, degree audit structures, reporting frameworks, and compliance documentation.
  • Collaborate with Academic Affairs, academic colleges, admissions, marketing, advising, and other campus stakeholders to support timely and coordinated implementation of curricular and programmatic changes.
  • Serves as an experienced technical resource to technicians and analysts.
  • Uses detailed understanding of technical issues to design architecture for stable technologies and provides direction for technicians and other analysts.
Technical Support
  • Serve as the functional lead for student systems within the Registrar's operational scope, including system enhancements, workflow improvements, data governance, reporting structures, integrations, and process automation initiatives.
  • Provide leadership for implementation and ongoing support of technologies related to registration, degree audit, curriculum management, catalog management, scheduling, and academic records.
  • Serves as a key resource in solving problems of high complexity to other analyst and technicians.
  • Utilizes advanced skills to make technology modifications.
  • Recommends methods of resolving problems to lower level analysts or client representatives. Investigates, researches, and implements new technologies in specialty or related area.
  • Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations.
  • Regularly provides guidance and suggestions to less experienced analysts/programmers.
Consultancy Skills
  • Provide Institutional Leadership in the resolution of complex and sensitive student, faculty, and administrative issues related to academic records, curriculum implementation, registration, transfer articulation, academic standing, graduation eligibility, policy exceptions, and enrollment processes. Provides consultation on issues and requests from clients that require the implementation or creation of a custom solution.
  • Understands the market, industry and competitors that have an impact on the customer's business.
  • Consults with senior level decisionmakers, on an on-going basis, to develop long-range strategic alternatives.
  • Contribute to university-wide efforts related to student success, retention, persistence, academic policy development, institutional effectiveness, compliance reviews, and academic operations modernization initiatives.
