Responsibilities

Position Summary

The Assistant Vice President (AVP), Supportive Housing supports the Vice President of Supportive Housing in the strategic oversight and day-to-day operational leadership of Constructive Partnerships Unlimited's (CPU) portfolio of Department of Homeless Services (DHS) shelter programs, including family and single adult men's shelters. The AVP ensures that all shelter sites operate in full compliance with DHS contractual requirements, applicable New York State and City regulations, and CPU's mission, vision, and values. This role serves as a key partner to the VP in program oversight, staff leadership, quality assurance, and stakeholder management across the shelter portfolio.

Program Oversight and Operations

• Assist the VP in the day-to-day operational management of family and men's shelter programs, ensuring consistent service delivery across all sites.
• Monitor site-level compliance with DHS contractual obligations, performance metrics, and reporting deadlines.
• Conduct regular site visits to assess program quality, safety, staffing adequacy, and client service delivery.
• Identify operational gaps or emerging issues at shelter sites and elevate to the VP with recommended solutions.
• Support the development and implementation of program policies and procedures consistent with DHS standards and CPU protocols.

Staff Leadership and Supervision

• Provide direct or matrixed supervision to Program Directors and site-level leadership across assigned shelter locations.
• Support hiring, onboarding, performance management, and professional development of shelter program leadership.
• Partner with Human Resources on employee relations matters, disciplinary actions, and Justice Center-related reporting as applicable.
• Foster a culture of accountability, collaboration, and client-centered service across shelter teams.

Compliance and Quality Assurance

• Ensure shelter programs maintain compliance with DHS contract requirements, applicable NYC and NYS regulations, and CPU internal policy.
• Partner with the Quality Assurance/Quality Improvement (QA/QI) team to support audits, corrective action plans, and incident reporting.
• Support timely and accurate incident reporting and follow-up, including coordination with DHS and other regulatory or funding bodies as required.
• Assist in preparing for and responding to DHS site visits, audits, and monitoring reviews.

Stakeholder and External Relations

• Serve as a liaison to DHS representatives, community partners, and other external stakeholders on behalf of the shelter portfolio, in coordination with the VP.
• Represent CPU at relevant DHS provider meetings, community board meetings, and interagency forums as assigned.
• Support the VP in maintaining strong working relationships with funders, city agencies, and community stakeholders.

Strategic and Administrative Support

• Assist the VP in budget monitoring, staffing plans, and resource allocation across shelter sites.
• Support development of reports, presentations, and correspondence for senior leadership and the Board, as needed.
• Participate in agency-wide strategic planning initiatives related to supportive housing and shelter services.

Minimum Qualifications

• Master's degree in Social Work, Public Administration, Human Services, or a related field required.
• Minimum of five to seven years of progressive management experience in supportive housing, homeless services, or a related human services field.
• Direct experience working within the NYC Department of Homeless Services (DHS) system required, including familiarity with DHS contractual and regulatory requirements.
• Demonstrated experience supervising multi-site programs and managing program leadership staff.
• Working knowledge of applicable NYC and NYS regulations governing shelter operations.
• Strong written and verbal communication skills, including experience representing an organization to external regulatory and funding bodies.

Preferred Qualifications

• Experience working across both family and single adult shelter populations.
• Experience with incident reporting systems and quality assurance processes within a shelter or human services setting.
• Familiarity with Justice Center reporting requirements, if program population overlaps with individuals with intellectual and/or developmental disabilities.
• Bilingual proficiency a plus.

Working Conditions

This position requires regular travel across CPU's shelter locations in New York City. The AVP may be required to respond to urgent operational matters outside of standard business hours, including participation in an on-call rotation as needed.
