Position Summary
The Assistant Vice President of Preconstruction providesexecutive leadership for the Authority's predevelopment, acquisitions,entitlements, planning, permitting, consultant management, and projectinitiation activities. The position leads projects from site identificationthrough construction start, ensuring developments meet schedule, budget,funding, regulatory, and strategic objectives.
Minimum Qualifications
- Bachelor's degree in Construction Management,Architecture, Engineering, Urban Planning, Real Estate Development, Finance, orrelated field.
- Seven (7) years of progressively responsibleexperience in multifamily, mixed-use, affordable housing, or public-sectordevelopment.
- Experience with land acquisition, entitlements,permitting, consultant management, financial feasibility, and preconstruction.
- Preferred: LIHTC, HUD, OHFA, HOME, CDBG, bondfinancing, public-private partnerships, TIF, brownfield redevelopment, LEED, orsimilar credentials.
Job Description:
Essential Functions
- Assist in acquisition strategy, site selection,due diligence, market analysis, and preliminary financial feasibility.
- Direct zoning, annexation, variances, site planapprovals, easements, permits, and entitlement activities.
- Coordinates and manages architects, engineers,surveyors, environmental, geotechnical, legal, and specialty consultants.
- Coordinate utility providers for water, sewer,stormwater, electric, gas, telecommunications, and off-site infrastructure.
- Oversee environmental reviews, geotechnicalinvestigations, surveys, title, utility capacity, and constructability reviews.
- Oversees project due diligence activities, includingenvironmental assessments, Ohio EPA and Army Corps requirements, utilityinvestigations, site feasibility studies, surveys, geotechnical reports, titlereviews, and related investigations.
- Assist in RFQs, RFPs, qualifications-basedselections, consultant contracts, and procurement in compliance with HUD,federal, state, and Authority requirements.
- Review drawings, specifications, cost estimates,schedules, value engineering, and constructability.
- Develop and maintain comprehensive projectschedules from acquisition through construction commencement.
- Prepare and review construction and developmentbudgets, pro formas, cost estimates.
- Identify project risks and implement mitigationstrategies related to budget, schedule, entitlements, environmental issues,utilities, procurement, and funding.
- Negotiate utility agreements, easements,reimbursement agreements, and incentive agreements.
- Represent the Authority before municipalities,planning commissions, elected officials, neighborhood organizations, utilityproviders, funding agencies, and community stakeholders.
- Lead project transition into construction andmonitor compliance with development approvals and funding commitments.
- Lead cross-functional project teams andsupervise assigned staff, providing coaching and professional development.
- Develop strategic relationships withmunicipalities, developers, brokers, economic development organizations,utilities, financial institutions, and community partners.
- Prepare executive reports and presentations forsenior leadership and the Board.
- Perform other related duties as assigned.
Knowledge, Skills & Abilities
Comprehensive knowledge of real estate development,affordable housing, multifamily construction, land use, zoning, environmentalregulations, infrastructure planning, utility coordination, procurement,contract administration, financial modeling, public finance, LIHTC, HUDprograms, risk management, and project delivery. Demonstrated ability tonegotiate complex agreements, manage multidisciplinary teams, analyze financialand technical information, build strategic partnerships, communicateeffectively with public officials and stakeholders, and manage multiplelarge-scale developments simultaneously.
