Job summary

Columbus Metropolitan Housing Authority is seeking an Assistant Vice President of Preconstruction to provide executive leadership for predevelopment, acquisitions, entitlements, planning, permitting, consultant management, and project initiation activities.

The role leads projects from site identification through construction start, ensuring developments meet schedule, budget, funding, regulatory, and strategic objectives. Strong collaboration with stakeholders is essential.

Qualifications

  • Bachelor's degree in construction management, architecture, engineering, urban planning, real estate development, finance, or a related field.
  • Seven (7) years of progressively responsible experience in multifamily, mixed-use, affordable housing, or public-sector development.
  • Experience with land acquisition, entitlements, permitting, consultant management, financial feasibility, and preconstruction.
  • Preferred: LIHTC, HUD, OHFA, HOME, CDBG, bond financing, public-private partnerships, TIF, brownfield redevelopment, LEED, or similar credentials.

Responsibilities

  • Assist in acquisition strategy, site selection, due diligence, market analysis, and preliminary financial feasibility.
  • Direct zoning, annexation, variances, site plan approvals, easements, permits, and entitlement activities.
  • Coordinate architects, engineers, surveyors, environmental, geotechnical, legal, and specialty consultants.
  • Coordinate utility providers for water, sewer, stormwater, electric, gas, telecommunications, and off-site infrastructure.
  • Oversee environmental reviews, geotechnical investigations, surveys, title, utility capacity, and constructability reviews.
  • Oversees project due diligence activities, including environmental assessments, Ohio EPA and Army Corps requirements, utility investigations, site feasibility studies, surveys, geotechnical reports, title reviews, and related investigations.
  • Assist in RFQs, RFPs, qualifications-based selections, consultant contracts, and procurement in compliance with HUD, federal, state, and Authority requirements.
  • Review drawings, specifications, cost estimates, schedules, value engineering, and constructability.
  • Develop and maintain comprehensive project schedules from acquisition through construction commencement.
  • Prepare and review construction and development budgets, pro formas, cost estimates.
  • Identify project risks and implement mitigation strategies related to budget, schedule, entitlements, environmental issues, utilities, procurement, and funding.
  • Negotiate utility agreements, easements, reimbursement agreements, and incentive agreements.
  • Represent the Authority before municipalities, planning commissions, elected officials, neighborhood organizations, utility providers, funding agencies, and community stakeholders.
  • Lead project transition into construction and monitor compliance with development approvals and funding commitments.
  • Lead cross-functional project teams and supervise assigned staff, providing coaching and professional development.
  • Develop strategic relationships with municipalities, developers, brokers, economic development organizations, utilities, financial institutions, and community partners.
  • Prepare executive reports and presentations for senior leadership and the Board.
