Responsibilities

  • Assist in securing public and private financing for housing developments and rehab projects.
  • Assist in securing construction, permanent, and other financing from banks and institutions.
  • Assist in the closing process for financing sources.
  • Collaborate with CMHA teams to achieve Planning & Development goals.
  • Attend public meetings related to project approvals.
  • Track development projects post-financing using PM tools and dashboards.
  • Evaluate programs and activities to measure CMHA goals in line with LIHTC requirements.

LICENSURE OR CERTIFICATION REQUIREMENTS:

Preferred: LIHTC certification or other real estate finance or development certifications.

JOB DESCRIPTION AND WORKER CHARACTERISTICS:

JOB DUTIES in order of importance

ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101:

90% (1) Assist the Vice President (VP) and Assistant Vice Presidents (AVPs) in evaluating potential new real estate acquisitions and developments, and rehabilitation of existing real estate in the CMHA portfolio, applying CMHA’s mission and strategic objectives along with industry-standard financial modeling;

(2) Assist the VP and AVPs in applying for and securing Low-Income Housing Tax Credit (LIHTC) financing and other gap financing from the Ohio Housing Finance Agency (OHFA) for various affordable housing developments and rehab projects;

(3) Assist the VP and AVPs in applying for and securing potential gap financing from federal, state, and local governments for various affordable housing developments and rehab projects;

(4) Assist the VP and AVPs in securing construction, permanent, and other financing from banks and other financial institutions for various acquisitions, affordable housing developments, and rehab projects;

(5) Assist the AVPs in the process of closing on all the various financing sources for each individual real estate transaction;

(6) Work with other team members in other offices within CMHA, as directed by the AVPs, to help achieve the goals of the Planning & Development department;

(7) Attend public meetings, on behalf of CMHA, related to approvals of various components of development and rehab projects.

(8) Track real estate development projects post-financial closing using project management principles as well as metrics, dashboards, or other means developed by the VP and AVPs.

5% (9) At the request and direction of the VP and AVP, conduct evaluations of specific programs and activities to ascertain if CMHA goals and objectives are being achieved; identify, gather, and/or direct collection of data needed for program evaluation; collect and analyze demographic data analysis as needed; attend trainings and conferences to research and analyze new real estate development and financing possibilities.

OTHER DUTIES AND RESPONSIBILITIES:

5% Performs other related duties as assigned.

Knowledge of: general real estate development principles; pro forma development and analysis; project management; risk identification and risk management; 9% and 4% LIHTC program requirements; HUD affordable housing programs and requirements; federal government-backed mortgage financing; HUD affordable housing programs and requirements; government structure and process; public administration; state, federal, and local laws and regulations; community resources and services; personnel administration; employee training and development; necessary finance and accounting principles; office practices and procedures; English grammar and spelling; *Agency/department goals and objectives; *Agency/department policies and procedures;*workplace safety practices and strategies; *personnel rules and regulations.

Skill in: word processing; computer operation; use of modern office equipment; analytical and financial modeling; presenting information in a clear, organized, and convincing manner.

Ability to: communicate clearly and professionally, both verbally and written, with the Agency’s COO and other Vice Presidents and with the Agency’s development partners; understand and communicate complex legal issues related to real estate development from the Agency’s attorneys to Agency staff; manage multiple concurrent development and acquisition transactions through varying stages of evaluation, financing, due diligence, closing, construction and stabilization; interpret Federal, state, and local laws and regulations related to housing development and Agency operations; deal with many variables and determine specific action; apply management principles to solve agency problems; define problems, collect data, establish facts, and draw valid conclusions; exercise independent judgment and discretion; understand, interpret, and apply laws, rules, or regulations to specific situations.
