Employment & Training Centers, Inc. on behalf of a client is seeking an Assistant Project Manager to support heavy civil and public infrastructure programs in the Greater Houston area.

You will work with the Project Manager and Superintendent on cost tracking, scheduling, procurement, documentation and field coordination. The ideal candidate has 2–5+ years in heavy civil, civil engineering or construction management, with familiarity in Primavera P6 or MS Project.

Qualifications

  • Heavy civil construction experience (2–5+ years) in project/field engineer roles.
  • Experience with underground utilities, water/wastewater, drainage, roadways, pipelines, HDD, or tunneling.
  • Understanding of cost tracking, forecasting, scheduling, procurement, submittals and RFIs.
  • Strong communication, organization and documentation skills.

Our client is seeking an Assistant Project Manager to support heavy civil and public infrastructure projects throughout the Greater Houston area. The work includes underground utilities, water and wastewater systems, drainage, roadways, pipelines, and trenchless construction. Working alongside the Project Manager and Superintendent, the Assistant Project Manager will take ownership of defined project management tasks, including cost tracking, scheduling, procurement, documentation, and field coordination. This is an opportunity for a Project Engineer or Field Engineer with heavy civil experience to build toward full Project Manager responsibility.

Key Responsibilities
  • Assist with planning and execution of underground water, sanitary sewer, storm drainage, large diameter pipeline, lift station, pump station, roadway and paving, shaft construction, tunneling, HDD, and other trenchless work.
  • Develop a thorough working knowledge of contract documents, plans, specifications, bid quantities, schedule of values, project requirements, and owner procedures.
  • Assist the Project Manager with project budgets, cost to complete forecasts, cost reports, revenue forecasts, billing, and identification of cost or schedule variances.
  • Support project scheduling by tracking progress, quantities, procurement, subcontractor activities, critical milestones, and field constraints.
  • Assist with scheduling updates using Primavera P6, Microsoft Project, or similar software.
  • Manage submittal and RFI logs, prepare and track submittals and RFIs, and follow up on overdue or critical items.
  • Coordinate material procurement, purchase orders, subcontract agreements, shop drawings, fabrication, deliveries, and long lead items.
  • Coordinate subcontractor activities and documentation, including scopes, schedules, invoices, change documentation, and required compliance information.
  • Track labor, equipment, materials, subcontractor costs, and production performance against budget and forecast.
  • Assist with change management, including documentation of changed conditions, extra work, time impacts, field directives, pricing support, and change order tracking.
  • Maintain project document controls, correspondence, meeting minutes, daily reports, inspection records, redlines, photographs, permits, and other required records.
  • Coordinate 811 locates, lane and sidewalk closures, permits, traffic control requirements, shutdowns, tie ins, and other project specific logistical needs.
  • Prepare documentation for owner progress meetings and participate in meetings with owners, engineers, inspectors, subcontractors, and internal teams.
  • Support MWDBE and DBE compliance, subcontractor payment reporting, and owner specific documentation requirements.
  • Participate in jobsite safety meetings and support compliance with company, OSHA, environmental, quality control, and owner requirements.
  • Assist with project closeout, punch lists, as builts, final quantities, warranties, closeout submittals, change order resolution, and owner acceptance.
Qualifications
  • Preferably 2 to 5 plus years of heavy civil construction experience in a Project Engineer, Field Engineer, Assistant Project Manager, or similar role.
  • Bachelor's degree in Civil Engineering, Construction Management, or a related field preferred. Equivalent relevant construction experience will be considered.
  • Working knowledge of heavy civil construction involving underground utilities, water and wastewater, storm drainage, roadway and paving, large diameter pipelines, shafts, tunneling, HDD, or related infrastructure.
  • Experience with public owners such as the City of Houston, Harris County, Harris County Flood Control District, North Harris County Regional Water Authority, West Harris County Regional Water Authority, surrounding municipalities, or similar agencies is preferred.
  • Understanding of cost tracking, forecasting, scheduling, procurement, submittals, RFIs, change management, and project documentation.
  • Proficiency with Microsoft Excel, Word, Outlook, and project management software.
  • Experience with CMiC, Primavera P6, Microsoft Project, and HeavyJob is a plus.
  • Strong written and verbal communication, organization, follow through, and problem solving skills.
  • Valid driver's license and ability to travel between project sites throughout the Greater Houston area as required.

They understand that successful heavy civil project management requires close coordination between field operations and office controls and are comfortable working directly with superintendents, inspectors, engineers, subcontractors, suppliers, and owners.

This position is well suited for a Project Engineer or Field Engineer who has developed strong heavy civil fundamentals and is ready to progress toward full Project Manager responsibility.
