Position Summary: Assist the Operations Manager coordinating the Operations/Fleet Division of Riley County Public Works. This position assists in the development, planning, and implementation of goals and objectives of the Operations/Fleet Division. A person in this position will support supervision for the repairs and maintenance of the equipment, roads, bridges and drainage infrastructure of the County and will assist the Operations Manager, and act on her/his behalf when not available to, organize, supervise, hire, train, and evaluate up to 40 employees. Work will involve scheduling, prioritizing and overseeing diverse construction and maintenance activities with minimal supervision.

Requirements:
Education: High school diploma or equivalent required. Class A CDL with Tanker endorsement required. Vocational/technical training in one or more trades . College level courses in civil engineering or civil engineering technology .
Experience: 5 years’ experience in Public Works maintenance or construction work required. Administrative and direct supervisory responsibilities for a multi-person crew required. Basic computer skills required (i.e. Microsoft Office). Experience with materials, methods, techniques, tools, and equipment for road & bridge construction, maintenance and repair. Experience using standard methods, practices, tools, and equipment of the mechanic trade. Experience managing occupational hazards and safety precautions related to manual labor and heavy equipment . Basic engineering experience, the principles of construction inspection, and materials testing .
Skills: Ability to communicate clearly and concisely, orally and written. Ability to work independently. Ability to analyze and solve problems including recognizing and identifying unsafe conditions and corrective actions to protect the public from unsuspected hazards. Ability to make mathematical computations with efficiency and accuracy. Ability to plan, organize, schedule, and assign work to multiple crews performing a wide variety of technical tasks on complex projects. Ability to establish and maintain effective working relationships.

The work encompasses both field and office work. Typically, the office work is sedentary, and the employee may sit comfortably in a controlled environment, which may lead to mental and physical fatigue. Exposure to machinery, heights, excessive noise, corrosive solvents, hot materials, flammable liquids and work in extremes of heat, humidity, wind and cold are expected.

A portion of the work involves everyday risks or discomforts which require normal safety precautions typical of such places as offices or construction sites. Work in an office setting requires visual attention and dexterity in computer operation. The remainder of the time, the work is performed in the field where conditions will vary greatly. The employee is exposed to wet and/or humid conditions, moving mechanical parts, asphalt materials with temperatures in excess of 300 degrees, petroleum products, fumes or airborne particles, toxic or caustic chemicals, outside weather conditions, extreme cold, extreme heat, and vibration. The noise level in the work environment can vary from normal to very loud. May be required to use protective clothing such as a hard hat, safety vest, ear protection, boots, gloves, safety glasses or face shield.
