The HIV/AIDS Services Administration (HASA) provides access to benefits and services to one of New York City's most vulnerable populations low-income New Yorkers diagnosed with HIV or AIDS. Among the services provided are intensive case management, direct linkages to Cash Assistance, Medicaid, Supplemental Nutrition Assistance Program (SNAP), Long Term Care. Homemaking, access to emergency housing and permanent housing. In meeting that goal, approximately 1,100 HASA employees serve over 33,000 clients, including 2,500 families.

Due to advances in health care, the lives of persons diagnosed with HIV have improved dramatically over the years. The HASA program has changed to meet the evolving needs of its clients. Over the course of the past ten years the priorities for HASA and its clients have included maximizing access to health care and improving the quality and availability of emergency or non-emergency housing. Many clients also express the desire to enter or return to the workplace. HASA provides interested clients with access to vocational services on a voluntary basis. With the help of counselors to identify barriers to employment, clients can select vocational goals and receive needed support. HASA is committed to a high quality of service provision that is individualized, efficient and effective.

The program amended the eligibility criteria last year to include the provision of HASA case management services to all persons diagnosed with HIV. Persons diagnosed with HIV no longer must be symptomatic to avail themselves of the services that HASA provides which can help them maintain stable, healthy lives.

The HIV/AIDS Services Administration (HASA) is recruiting for (1) one Administrative Director of Social Services level M-IV to function as an Assistant Deputy Commissioner, who will:

Under the general direction of the Deputy Commissioner, with wide latitude for independent judgement, initiative, discretion, and decision making, the Assistant Deputy Commissioner oversee, direct, coordinate and evaluate the programmatic operations of all aspects of Field Operations within the HIV/AIDS Services Administration.

Establish standards and manage the coordination of all services and implements administrative and operational monitoring and control. The Assistant Deputy Commissioner directly supervises three HASA Deputy Directors of Field Operations and has overarching responsibility for day-to-day operations of the ten HASA field offices, Service Line, and the HASA eligibility division. The goal is to ensure that services provided by the Field Operations units are efficiently provided, while maintaining overall responsibility for the service operations reporting process, including reports required by the New York State.

The Assistant Deputy Commissioner acts as the Agency representative for interpreting and obtaining support for concerns related to HASA Field Operations such as the delivery, efficiency, efficacy of services provided and funding. Collaborate with the Deputy Commissioner in service planning, evaluation, and policy formation, responsible for resolving complex service issues regarding policy which may involve other New York City service providers.

Interact and serve as a liaison with other City, State government officials, advocates, and community organization leadership. Responsible for representing the program at forums intended to bring awareness to HIV/AIDS and the services provided by HASA. Collaborate with the Deputy Commissioner, General Support Services and Human Capital Management to ensure that HASA maintains the staffing levels required by local law and has sufficient office space and equipment to enable the HASA program to carry out its mandates. In the absence of the HASA Deputy Commissioner, the Assistant Deputy Commissioner assumes the duties and responsibilities of that position.

Responsible for the administrative oversight and management of the 10 HASA offices across the 5 boroughs, Service Line, and the Eligibility division, which provide services to individuals and families affected by HIV/AIDS. Regularly meets with HASA Regional Managers and other subordinates to ensure the efficient operation of their respective offices.

Establish program standards, managerial goals, performance, and service indicators; the implementation of new policies and procedures and identifies areas of operational changes. Analyzes and determines staffing needs based on service demands, program admission requests and projected growth.

Oversee, monitor, track operations to facilitate program coordination, consistent service provision and integration of services. Develops and implements services plans designed to meet clients' specific needs.

Collaborate with the HASA Deputy Commissioner and other HASA senior administrators to develop and implement new programs that reflect and address the changing needs of clients. Plans and develops operating procedures, as well as the planning and implementation of training programs.

Collaborate with the Executive Director of Eligibility to oversee the operations of the Service Line which examines and establishes eligibility for HASA services and provides information/service referrals to HASA clients to ensure the timely, accurate provision of services and the adherence to applicable laws, regulations, and policies.

Establish and maintain controls on financial assistance to ensure that services meet stringent standards and are consistent with applicable law, regulations, and policies.

Facilitate working relationships with hospital administrators, Community Boards, HIV/AIDS organizations, and social service/health care providers to discuss the provision of services. Serves as HRA/HASA representative at community forums.

Collaborate with hospitals, nursing homes and other health care facilities regarding discharge planning and HASA services.

Establish, develops, and maintains relationships with other HRA programs to discuss mutual policy and procedural concern and work towards policy resolution.

Collaborate with other HRA programs and managers to fully integrate services. Coordinate discharges for HASA clients sheltered by the Department of Homeless services into HASA sponsored emergency, temporary or permanent housing.

Salary Range: $95,370.00- $228,190.00

ADMINISTRATIVE DIRECTOR OF SOC - 10056

Minimum Qualifications

  • A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or
  • Education and/or experience equivalent to "1" above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in "1" above, as follows:
  • A master’s degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and/or urban studies may substitute for two years of experience; and/or
  • Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in “2(A)” above for each year of experience up to a maximum of three years; or
  • A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.

However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in "1" above.

Preferred Skills

  • Strong management, leadership, and supervisory skills. - Excellent written and verbal communication skills. - Highly skilled using, creating, and analyzing spreadsheets using Microsoft Excel. - Experience with Microsoft PowerPoint and Word. - Experience communicating with Stakeholders in the community, including government officials. - A minimum of three (3) years of supervisory experience in providing social services or other human services that involve direct client contact.
