Position Overview:

The College of Arts, Humanities, and Social Sciences Dean’s Office requires a senior staff member, as part of the College’s Leadership team, to oversee and manage the College’s finances, administration, shared services, human resources, and other special projects in the college.

The Assistant Dean for Finance and Administration serves as the Chief Financial Officer for CAHSS and as a senior advisor to the Dean, Associate Deans, and Department Chairs. The position is responsible for the College's fiscal planning, forecasting, and reporting, administrative and human resources leadership, Shared Services Center oversight, employee management and supervision, strategic and long-term planning, and sensitive or complex special projects.

Responsibilities:
Leadership and Oversight of College-Level Budget, Finance and Human Resources
  • Serve as the Chief Financial and Operations Officer for CAHSS and as key personnel with fiduciary responsibility for the units.
  • Lead the planning and submission of the CAHSS fiscal budget and ensure all College staffing and operational initiatives are accounted for in the annual budget.
  • Work with campus leaders to advocate for new funds to achieve College and division objectives.
  • Serve as a senior advisor to the Dean, Associate Deans, and Department Chairs regarding funding for strategic financial initiatives and priorities.
  • Oversee and provide intuitive reporting and consistent updates to the Dean, Associate Deans, and Department Chairs regarding the financial health and status of the College for the current and future fiscal years.
  • Ensure the accuracy and integrity of financial reporting for all College funds.
  • Lead the creation of a college-level dashboard that reports on key performance indicators related to the health of the College.
  • Ensure compliance with federal, state, USM and UMBC fiscal and administrative policies and procedures.
  • Meet regularly with CARAT Director to ensure coordination with pre- and post-award compliance.
  • Lead College-level Human Resources activities including the PMP process, classification reviews, staff recruitments and retention, terminations, performance development plans, labor relations, and related matters; serve as the College liaison to Human Resources.
  • Support college leadership in developing employee staffing plans related to staff, faculty, and contractual employees.
Leadership of Shared Services Center
  • Oversee the operations of the College’s Shared Services Center (SSC) and set strategic goals and objectives for each of its units.
  • Work with SSC Leadership to define the center, sharpen efficiencies, and develop, document, and improve new and existing practices and procedures.
  • Implement and nurture a customer service mindset among SSC staff.
  • Ensure staffing within the center is appropriate to support the volume of demand.
  • Ensure SSC staff have access to appropriate and relevant professional development and training.
Management and Supervision of Employees
  • Conduct quarterly PMPs for direct reports to ensure goals and objectives are being met and development issues are being addressed.
  • Serves as administrative lead for College administrative staff.
  • Provide staff with meaningful and appropriate guidance and coaching throughout the year.
  • Coordinate staffing support for departments, including resolution of emergency problems, implementation of longer-term solutions, and continuing assessment of the College's staffing structure.
  • Provide direct reports with access to professional development and training.
  • Review timesheets and approve time-off.
  • Support the Dean in coordinating activities of the Dean's Office Leadership Team.
Strategic/Long-term Planning
  • Implement a College approach to formal long-range planning, including space, staffing, finances, and student recruitment.
  • Provide in-depth, data-driven analysis to support recommendations and decisions related to the strategic priorities of the College.
