Job summary

PMCS Group, Inc. is seeking an Assistant Construction Manager to support the City of Los Angeles BOE on the 2.6B Convention Center expansion, overseeing MEP coordination on a busy design-build project in the LA area.

The candidate will work under the BOE Construction Manager, providing owner's representative oversight of mechanical, electrical, plumbing, fire protection, and low-voltage systems through construction, commissioning, and closeout, with occupied-facility experience preferred.

Qualifications

• Bachelor’s degree in a related field or equivalent combination of education and experience.
• Minimum 5 years of construction management/MEP coordination on large projects.
• Experience with MEP systems on occupied/public facilities and phased construction preferred.
• Working knowledge of California codes and commissioning processes.
• Proficiency in Microsoft Office, Bluebeam and PMIS platforms; strong communication skills.

Responsibilities

About The Project

PMCS Group is seeking an Assistant Construction Manager to support the City of Los Angeles Bureau of Engineering (BOE) on the $2.6 billion L.A. Convention Center Expansion and Modernization Project. The project connects the existing South and West Halls over Pico Boulevard to create a unified, contiguous 750,000 square-foot exhibit hall, and adds 39,000 square feet of new meeting rooms, a 95,000 square-foot multipurpose space and a 98,000 square-foot rooftop ballroom. It is being delivered under a design-build structure, with the Convention Center remaining open during construction and targeting Olympic Readiness by spring 2028 with final completion expected in spring 2029.

Position Summary

Working under the direction of the BOE Construction Manager, the Assistant Construction Manager will provide owner's representative oversight of mechanical, electrical, plumbing, fire protection, and low-voltage systems throughout construction, commissioning, and closeout. The ideal candidate brings hands-on MEP field experience on large, occupied public assembly or institutional facilities and is comfortable operating in a fast-paced design-build environment with hard completion milestones.

Key Responsibilities

• Support the Construction Manager in daily oversight of the design-builder's MEP, fire protection, and low-voltage scopes on behalf of the City
• Review design-build submittals, shop drawings, product data, and deferred design packages for MEP systems for conformance with the Project Agreement, City standards, and applicable codes (CBC, CMC, CEC, CPC, Title 24, NFPA)
• Track and coordinate responses to MEP-related RFIs and design clarifications between the design-builder, Architect/Engineer of Record, and City stakeholders
• Observe MEP installation in the field; identify deficiencies, document non-conforming work, and verify corrective action
• Support phasing and shutdown coordination for MEP work affecting operating exhibit halls, meeting rooms, and back-of-house spaces, including central plant, electrical distribution, and life safety system tie-ins
• Coordinate with LADWP, SoCalGas, and telecom providers on service upgrades, temporary power, and utility interruptions
• Coordinate with LADBS, LAFD, and other authorities having jurisdiction on MEP inspections and permit sign-offs
• Review CPM schedule updates for MEP activities, long-lead equipment procurement, and rough-in/finish sequencing; flag risks to Olympic Readiness milestones
• Review change proposals and cost submissions for MEP scope; support independent estimates and negotiation
• Review payment application line items for MEP work and verify progress against field conditions
• Witness equipment start-up, testing, balancing, and commissioning; track the Cx issues log to closure and support turnover to LACC operations
• Attend and document progress, coordination, and OAC meetings; maintain action-item logs
• Prepare daily reports, weekly status inputs, and technical reports for inclusion in BOE's monthly construction updates
• Support closeout activities including punch list, as-built verification, O&M turnover, training, and warranty documentation
• Maintain project records in the City's designated document control platform
• Other duties as assigned

Minimum Qualifications

• Bachelor's degree in Mechanical Engineering, Electrical Engineering, Construction Management, or a related field; equivalent combination of education and experience considered
• Minimum 5 years of construction management, field engineering, or MEP coordination experience, with at least 3 years on projects of $100M+ in value
• Demonstrated experience with MEP systems on large public assembly, institutional, or commercial facilities; experience on occupied/phased construction strongly preferred
• Working knowledge of California building codes, Title 24, and commissioning processes
• Proficiency in Microsoft Office, Bluebeam, and document control/PMIS platforms (e.g., e-Builder, Procore, Unifier)
• Strong written and verbal communication skills; ability to interface with City staff, design-builder personnel, and venue operations
• Valid California driver's license

Preferred Qualifications

• Experience on California public works or municipal projects
• Experience on design-build or P3 delivery
• EIT, PE, CCM, LEED AP, or CxA credential
• Familiarity with Los Angeles City agency processes (BOE, LADBS, LADWP)
