Job summary

PMCS Group, Inc. is seeking a Senior Project Engineer with an architectural background to support the Los Angeles Convention Center Expansion and Modernization Project for the City of Los Angeles Bureau of Engineering.

The role acts as the owner's technical lead for architectural and building-systems scope, coordinating with city stakeholders, design-build partners, and outside agencies. The position requires a strong command of building design, code compliance, and public assembly facility

Qualifications

• Bachelor's degree in Architecture, Architectural Engineering, or related field.
• 8+ years of progressive experience in building design and/or construction, incl. public works in CA.
• Experience on large-scale civic or public assembly buildings.
• Experience on owner's side reviewing design-build or equivalent contracts.
• Familiarity with California public contracting rules including Public Contract Code and wage requirements.
• Proficiency with MS Office and project management/document control platforms.

Responsibilities

• Serve as the City's architectural technical lead across design development, construction documents, and construction phases.
• Review design-builder submissions for conformity with criteria and standards.
• Evaluate architectural design for constructability, life-safety, and long-term maintainability.
• Coordinate architectural scope with structural, MEP, fire protection, and other disciplines.
• Track code compliance with CALGreen, ADA/CBC, LADBS, and LAFD requirements.
• Coordinate plan check, permitting, and inspections with agencies.
• Support LEED objectives and review of design-builder docs for credit tracking.
• Administer construction-phase activities including submittals, RFIs, change proposals, and payments.
• Conduct field observations to verify conformance to documents and quality.
• Mentor junior engineers and support staff; provide technical direction.
• Perform other duties as assigned by the City.

Position Summary

PMCS Group is seeking a Senior Project Engineer with an architectural background to support the City of Los Angeles Bureau of Engineering on the Los Angeles Convention Center Expansion and Modernization Project — a large-scale, design-build public facility project delivered on an accelerated schedule. The Senior Project Engineer serves as the owner's technical lead for architectural and building-systems scope, supporting the City Project Manager in design review, design-builder oversight, and construction-phase administration. The role requires a strong command of building design, code compliance, and public assembly facility requirements, along with the ability to coordinate a large multidisciplinary team of City stakeholders, design-build partners, and outside agencies.

Job Responsibilities

• Serve as the City's architectural technical lead across design development, construction documents, and construction phases of the project
• Review design-builder submissions — drawings, specifications, design narratives, and material/finish selections — for conformance with the project criteria documents, City standards, and the Owner's program requirements
• Evaluate architectural design for constructability, functionality, operational suitability, life-safety compliance, and long-term maintainability of a public assembly facility
• Coordinate architectural scope with structural, MEP, fire protection, vertical transportation, AV/IT, and site/civil disciplines to resolve interdisciplinary conflicts
• Track code and regulatory compliance, including California Building Code, Title 24, CALGreen, ADA/CBC accessibility, and Los Angeles Department of Building and Safety (LADBS) and Fire Department requirements
• Coordinate plan check, permitting, and inspection approvals with LADBS, LAFD, and other agencies having jurisdiction
• Support the City's sustainability and LEED certification objectives, including review of design-builder documentation and credit tracking
• Administer construction-phase activities: review submittals, RFIs, deferred submittals, change proposals, and progress payments; maintain contract records and correspondence
• Conduct field observations to verify that work in place conforms to approved documents and quality standards
• Coordinate with Convention Center operations, tenants, and event stakeholders to minimize disruption to ongoing facility operations during construction
• Identify design and construction risks early and recommend mitigation to the City Project Manager
• Prepare clear, comprehensive technical reports, presentations, and briefing materials for City management, Board of Public Works, and stakeholder groups
• Provide technical direction and mentoring to junior project engineers and support staff
• Perform other duties as assigned by the City

Minimum Qualifications / Experience

• Bachelor's degree in Architecture, Architectural Engineering, or a closely related field
• 8+ years of progressive experience in building design and/or construction, including at least 5 years on public works or institutional projects in California
• Demonstrated experience on large-scale commercial, civic, or public assembly buildings (convention centers, arenas, stadiums, airports, performing arts venues, or similar)
• Experience on the owner's side or in an owner's-representative capacity reviewing and administering design-build or other alternative delivery contracts
• Working knowledge of California public contracting requirements, including Public Contract Code and prevailing wage
• Proficiency in Microsoft Office and project management/document control platforms (e.g., Procore, Bluebeam, Primavera P6)

Preferred Qualifications

• Licensed Architect in the State of California
• LEED AP (Client+C) or equivalent sustainability credential
• Prior experience with the City of Los Angeles Bureau of Engineering or other large California municipal agencies
• Experience delivering projects on compressed schedules with fixed completion deadlines
• Working proficiency in Autodesk Revit and BIM-based coordination; familiarity with Navisworks
• Project Management Professional (PMP) or Certified Construction Manager (CCM)
