Job summary

Quantum Research International, Inc. is seeking a Portfolio Interoperability Certification Lead in Huntsville, AL to oversee Army Interoperability Certification (AIC) across PM and PdM portfolios. The role focuses on ensuring complete and compliant documentation for fielding and modernization efforts.

Lead test and evaluation coordination, chair adjudications, and develop standardized templates and memos for executive audiences to support timely decision-making and program success.

Qualifications

• Bachelor’s degree or equivalent.
• Proven experience with Army Interoperability Certification (AIC) policies, SOPs.
• Excellent written and verbal communication for executive memos and briefings.
• Strong leadership and conflict resolution to chair adjudication boards.
• Ability to anticipate modernization impacts and develop mitigation strategies.

Responsibilities

• Lead the AIC process across PM and PdM programs to ensure complete certification, exemption, or waiver documentation.
• Review and validate AIC data packages and test agent certification before signature.
• Prepare executive memorandums and coordinate routing through ETMS2 and HQDA G-6.
• Develop standardized templates, checklists, and reports for certification processes.
• Coordinate AIC activities with PM Test Agents to support T&E planning and data collection.
• Support integration across portfolios by coordinating System-of-Systems test events.
