Job summary

Quantum Research International seeks a Portfolio Interoperability Certification Lead to oversee and drive Army Interoperability Certification (AIC) across PM/PdM portfolios. You will chair adjudications, shape test strategies, and coordinate with HQDA G-6 and ASA(ALT) to support modernization and fielding efforts.

You will manage documentation, templates, and executive communications, leading cross-team collaboration with PM Test Agents, IPTs, and external stakeholders to ensure compliant AIC

Qualifications

• Bachelor’s degree in a related field or equivalent combination of education and relevant experience.
• Expertise in Army Interoperability Certification (AIC) policies and SOPs.
• Experience supporting Test & Evaluation (T&E) WIPTs with data collection, analysis, and software baseline management.

Responsibilities

• Lead the Army Interoperability Certification (AIC) process by reviewing all PM and PdM programs and products to ensure complete and compliant AIC certification, exemption, or waiver documentation exists.
• Review and validate AIC data packages by verifying the completeness and accuracy of PM Test Agent certification documentation prior to PAE Fires implementation signature.
• Prepare and coordinate executive-level AIC certification and exemption memorandums for routing through ETMS2 and submission to HQDA G-6.
• Develop and maintain standardized certification templates, checklists, reports, and supporting documentation to ensure consistency across PM application packages.
• Coordinate AIC activities with PM Test Agents to support Test & Evaluation (T&E) planning, WIPTs, and interoperability data collection efforts.
• Support interoperability integration across PM portfolios by coordinating participation in System-of-Systems (Integrated Fires) test events.
• Leverage internal and external resources to support AIC requirements, including DICE, monitor products and test events, and software baselines.
• Chair AIC test incident review adjudications by coordinating issue resolution and engaging OCE resources as needed.
• Proactively identify and mitigate interoperability issues across the portfolio to ensure systems are ready for fielding and minimize HQDA intervention.
• Assess modernization initiatives to identify interoperability impacts and develop strategies.
• Manage portfolio reporting and executive communications by providing AIC updates to HQDA G-6 and leading recurring status briefings with ASA(ALT) and IPTs.
• Coordinate PM Test Agent activities in high-level working groups, IPTs, and cross-functional forums supporting interoperability and modernization.
• Collaborate with ASA(ALT) and external stakeholders to maintain current AIC processes and promote best practices across PAE Fires.
