Job summary

Seneca Global Services, LLC is seeking a full-time Conservation Support Specialist to support the Office of the Deputy Assistant Secretary of the Army for Environment, Safety and Occupational Health (ODASA(ESOH)). The Army must identify and reduce natural-resource constraints that affect installation operations, infrastructure, and training.

Qualifications

• Bachelor's degree in wildlife biology, ecology, conservation biology, biology, natural resource management, environmental science, forestry, geography/GIS, or closely related field.
• 8-10 years of professional experience in natural resource conservation, Endangered Species Act compliance, or military/federal land management.
• Demonstrated ESA Section 7 experience, including preparation or review of Biological Assessments and/or Biological Opinions.
• Experience developing, revising, implementing, or reviewing Integrated Natural Resources Management Plans (INRMPs) or equivalent installation/federal conservation plans.
• Experience with military or federal natural resource programs and integrated land management.
• Experience using GIS and quantitative analysis (R or Python) to support species, habitat, land-use, or resilience decisions, and translating results into policy products and briefings.
• Strong written, verbal, and interpersonal skills; ability to work with senior leaders, partner agencies, and technical staff.
• Proficiency with Microsoft Excel, PowerPoint, and Word.
• Ability to obtain a Secret clearance.
• Ability to travel as required.

Responsibilities

• Provide regulatory analysis and technical guidance related to the Endangered Species Act, wildland fire management, natural resource management, and the Readiness and Environmental Protection Integration program.
• Identify emerging environmental policy requirements, implementation tools, and partnership opportunities.
• Support implementation and expansion of the Defined Conservation Commitment framework.
• Assist Army installations with incorporating DCC requirements into Integrated Natural Resources Management Plans.
• Support scoping, planning, and execution of large-scale conservation and resilience projects.
• Establish and maintain working relationships with federal and state agencies, NGOs, academic researchers, and private-sector partners.
• Convene stakeholders and facilitate development of solutions related to environmental adaptation, climate encroachment, and land-use issues.

Seneca Global Solutions is seeking a full-time Conservation Support Specialist to support the Office of the Deputy Assistant Secretary of the Army for Environment, Safety and Occupational Health (ODASA(ESOH)). The Army must identify and reduce natural-resource constraints that affect installation operations, infrastructure, and training. This position provides conservation-science, policy, and analytic support so the Army can meet Endangered Species Act and Sikes Act obligations, implement the Defined Conservation Commitment framework, and work with partners on encroachment, resilience, and large-scale conservation. The specialist will serve as a technical liaison among Army organizations, the U.S. Army Corps of Engineers, the Department of the Interior, states, NGOs, and other stakeholders on threatened and endangered species, installation natural resources, wildland fire as it affects the mission, and compatible land use.

Desired Skills

• Master's or PhD in a conservation or natural-resources discipline.
• Experience with REPI, Army Compatible Use Buffer (ACUB), Sentinel Landscapes, or comparable partnership/encroachment programs.
• Experience supporting the Defined Conservation Commitment framework or similar conservation-commitment approaches.
• Wildland fire management as it intersects ESA and installation training land.
• Experience scoping and facilitating large-scale conservation or installation-resilience efforts with DOI, USACE, states, NGOs, and academia.
• Advanced geospatial or statistical modeling (habitat suitability, occupancy, climate/land-use scenarios).
• Experience with Microsoft Teams, SharePoint, Power BI, Visio, and related collaboration tools.
• Certified Wildlife Biologist or GIS Professional.
