Job summary

Seneca Global Solutions, LLC is seeking a full-time Regional Environmental Coordination Support Specialist to support the Army REC program for ODASA(ESOH). Federal and state environmental rulemakings can constrain installation operations, training, and compliance programs.

This position monitors those developments, assesses Army impacts with subject-matter experts, and turns proposed or enacted changes into usable products for leadership, REC meetings, and state partnering.

Qualifications

• Bachelor’s degree in environmental science, policy, engineering, natural resources, public policy/administration, political science, or related field; master’s preferred.
• 7–10 years of professional environmental regulatory analysis or DoD environmental program support.
• Experience with CAA, CWA, RCRA, TSCA and related installation environmental programs.
• Experience performing legislative/regulatory research using Federal Register or Statescape.
• Ability to turn regulatory analysis into briefings, trackers or correspondence.
• Excellent written and verbal communication skills; able to explain complex issues to non-specialists and leaders.

Responsibilities

• Monitor Federal Register, state sites, and research platforms for environmental actions affecting the Army.
• Identify proposed and enacted legislation and regulations impacting programs like Clean Air Act, Clean Water Act, TSCA, and related media.
• Collaborate with Army SMEs to assess impacts on operations and mission.
• Analyze regulatory trends and prepare data-informed recommendations and briefings.
• Maintain a tracker/dashboard of actions, deadlines, and Army equities.
• Draft fact sheets, letters, memoranda, and official correspondence.
• Support entries in Environmental Assessment and Reporting module or successor tool.
• Prepare materials for DoW REC meetings and state partnering meetings.
• Serve as liaison across Army staff, REC counterparts, and external stakeholders.
• Review products for accuracy and Army quality standards.

Seneca Global Solutions, LLC is seeking a full-time Regional Environmental Coordination Support Specialist to support the Army Regional Environmental Coordinator (REC) program for the Office of the Deputy Assistant Secretary of the Army for Environment, Safety and Occupational Health (ODASA(ESOH)). Federal and state environmental rulemakings can constrain installation operations, training, and compliance programs. This position monitors those developments, assesses Army impacts with subject-matter experts, and turns proposed or enacted changes into usable products for leadership, REC meetings, and state partnering.

Responsibilities include, but are not limited to

• Monitor the Federal Register, state legislative and regulatory sites, and research platforms such as Statescape for environmental actions that may affect the Army.
• Identify proposed and enacted legislation and regulations affecting programs such as the Clean Air Act, Clean Water Act, Toxic Substances Control Act, Resource Conservation and Recovery Act, and related media.
• Work with Army SMEs to assess operational, compliance, and mission impacts.
• Analyze regulatory trends and prepare data-informed recommendations and executive-level briefings.
• Maintain a legislative/regulatory tracker or dashboard of relevant actions, deadlines, and Army equities.
• Draft fact sheets, letters, memoranda, and other official correspondence.
• Support entries in the Environmental Assessment and Reporting module (or successor reporting tool).
• Prepare materials for DoW REC meetings, Regional Legislative Review meetings, and state partnering meetings.
• Serve as a liaison across Army staff, commands, REC counterparts, and external stakeholders.
• Review products for accuracy, consistency, and Army quality standards.

Basic Qualifications

• Bachelor’s degree in environmental science, environmental policy, environmental or civil engineering, natural resources, public policy/administration, political science, or a related field; master’s preferred.
• 7–10 years of professional experience in environmental regulatory analysis, environmental policy, or federal/DoD environmental program support.
• Working knowledge of CAA, CWA, RCRA, TSCA, and related installation environmental programs.
• Demonstrated experience performing legislative and regulatory research using the Federal Register, state legislative/regulatory sites, Statescape, or similar tools.
• Experience assessing how proposed rules or bills would affect regulated operations and turning that analysis into briefings, trackers, or correspondence.
• Excellent written and verbal communication skills; ability to explain complex regulatory issues to non-specialists and senior leaders.
• Proficiency with Microsoft Excel, PowerPoint, and Word.
• Ability to obtain a Secret clearance.
• Ability to travel as required.

Desired Skills

• Direct experience with the DoW or Service Regional Environmental Coordinator program.
• Experience supporting Regional Legislative Review, state partnering, or EPA regional engagement.
• Experience with Army or DoD environmental reporting systems (Environmental Assessment and Reporting module or equivalent).
• Familiarity with state environmental agencies in one or more REC regions.
• Power BI or similar tools for regulatory trackers and dashboards.
• Experience with Microsoft Teams, SharePoint, Visio, and related collaboration tools.
• J.D., master’s in environmental policy, CHMM, or similar credential.
