Qualifications

  • Minimum 8-10 years demonstrated Army operational experience and sustainment programs.
  • Must hold and maintain a SECRET security clearance to support analysis of plans and projects.
  • Demonstrated knowledge of program management and systems used to evaluate Army program and policy effectiveness.
  • Expert knowledge of analytical and evaluative methods including qualitative and quantitative research and analyses.
  • Demonstrated sound management judgment in planning, programming, and executing complex programs and familiarity with Military Decision-Making Process (MDMP).

Responsibilities

  • Assist the Government in meeting Army goals to develop energy resilient military forces and installations worldwide.
  • Provide analytic support, briefing materials, outreach planning, coordination, and strategic communications for energy and sustainability initiatives.
  • Advise the ODASA (E&S) Operational Energy Director using subject matter expertise to inform and support new energy initiatives.
  • Develop documentation for proposed Army energy and sustainability initiatives (fact sheets, cost-benefit analyses, proposals).
  • Ensure plans align with statutes, EO, DoD and Army policy, and strategic guidance.
  • Track progress of Army energy projects through updates and budget exhibits.
  • Monitor and report on strategy, policy, programs, requirements, and acquisition programs supporting operational capabilities.
  • Monitor congressional reports and hearings related to Army energy and sustainability activities.
  • Prepare strategic communications materials promoting Army initiatives in energy, sustainability, resource security, and resilience.
