About The Indiana Department of Revenue (DOR):

The Indiana Department of Revenue team is comprised of over 700 staff that are located in 13 locations across the state of Indiana. We work collaboratively with the Indiana Governor's office, the General Assembly, state agencies, individuals, business owners, corporations, tax practitioners, and a variety of tax program participants to administer Indiana's tax laws. DOR administers over 65 tax types and annually processes nearly $21 billion of tax revenue. Our mission is to serve Indiana by administering tax laws in a fair, secure, and efficient manner.

Role Overview:

As an Application System Developer you will be on a team responsible for continued maintenance on critical Indiana Department of Revenue (DOR) systems utilized by internal employees and external Indiana taxpayers. The developer is responsible for configuring and modifying commercial off-the-shelf (COTS) products by applying C# and SQL technologies within the COTS product. Tasks will require the developer to accurately diagnose system errors, apply changes via coding and configuration, and test changes for quality assurance using defined standards and methodologies. All candidates should have knowledge and experience in at least one object-oriented programming language, and experience in SQL/SSMS is preferred. Candidates with prior experience configuring GenTax products are preferred.

A Day in the Life:

The essential functions of this role are as follows:

• Collaborate with stakeholders to gather and analyze business requirements for application systems.
• Conferwith the user community to conduct, through research, fact-finding, and analysis to formulate and define system requirements, scope, and objectives, establish priorities, and monitor the progress of complex information systems.
• Deviseor modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results to obtain maximum computer utilization.
• Preparedetailed project feasibility studies, formulates complete system scope, project cost, time estimates, and human resource and IT infrastructure requirements for new and existing application software systems.
• Assist, direct, trainand coordinates the work of less experienced application software developers and/or application systems analyst staff and assist with the development of difficult and complex programs.
• May function as Team and/or Project lead responsible for completion of project phase.
• Providecomplete documentation for new or modified information systems and/or application software programs including operational procedures and manuals.
• Preparedetailed specifications from which application software will be written and conduct system testing.
• Design, code, and debugnew application software programs and/or make enhancements to existing application software programs of all levels.
• Lead the integration of new applications with existing systems and data infrastructure.
• Executetasks conforming to shop techniques, standards, policies, and procedures.
• May use case tools and/or application development software tools.
• Train users and junior analysts on new systems or changes to existing ones.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

Individuals in this role should minimally be able to articulate or demonstrate the following:

• Extensive knowledge of information systems design principles and new systems design techniques.
• Extensive knowledge of policies, standards, procedures, and techniques used for application development.
• Extensive knowledge of application development software tools and application development software languages.
• Extensive knowledge of information technology equipment, operation, and capabilities.
• Extensive knowledge of the most recent advancement of information technology equipment, operation, capabilities.
• Extensive knowledge of both system and business applications and competent to work at the highest technical level of all phases of applications systems analysis and programming activities.
• Ability to perform problem solving and analytical analysis.
• Ability to read and understand complicated technical manuals.
• Ability to manage multiple application development software projects and priorities.
• Effectively communicate both orally and in writing.

A degree is not required. However, at least 5+ years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.
