Job summary

CACI International Inc. is seeking an Application Development Transformation Manager to lead the USSS contract under the DHS program, guiding OCIO toward modern Agile and DevSecOps practices and measurable delivery outcomes.

You will collaborate with CIO, product managers, security engineers, and mission stakeholders to deliver mission-critical software with speed, quality, and predictability, ensuring governance and risk management across programs.

Qualifications

• Bachelor's degree or equivalent experience; 15 years in software development or IT transformation preferred.
• Proven track record leading software transformation initiatives and establishing modern software delivery practices.
• Extensive experience with Agile methodologies (Scrum, Kanban, SAFe), DevSecOps, and modern frameworks.
• Strong understanding of CI/CD pipelines, automated testing, security controls, and delivery automation.
• Excellent program management with ability to coordinate multi-workstream initiatives.
• Customer facing and stakeholder engagement with ability to influence senior leadership.

Responsibilities

• Lead software transformation initiatives establishing repeatable Agile and DevSecOps practices.
• Coordinate modernization workstreams, milestones, risks, dependencies, and stakeholder activities.
• Evolve OCIO into a premier software delivery organization with improved processes and governance.
• Define standard software development frameworks, coding standards, and sprint/release cadences.
• Implement and monitor security controls including vulnerability management and audit readiness.
• Drive CI/CD tool adoption and automated build/deploy processes.
