Job summary

CAC I International Inc. seeks an Application Development Transformation Manager to lead the evolution of OCIO into a premier software delivery organization for a DHS contract with USSS.

You will establish modern Agile and DevSecOps practices, improve delivery pipelines, and drive outcome-driven delivery aligned with mission needs. You will collaborate with CIO leadership, product managers, security engineers, and mission stakeholders to implement standardized practices, metrics, and governance

Qualifications

• Bachelor's degree + 15 years of experience in software development, IT transformation, program management, or related fields. Will consider experience in lieu of degree.
• Proven track record leading software transformation initiatives and establishing modern software delivery practices in complex organizations.
• 10 or more years of experience with Agile methodologies (Scrum, Kanban, SAFe), DevSecOps practices, and modern software development frameworks.
• Strong understanding of CI/CD pipelines, automated testing, software security controls, and delivery automation.
• Excellent program management skills with ability to coordinate complex initiatives with multiple workstreams and dependencies.

Responsibilities

• Lead software transformation initiatives establishing repeatable Agile and DevSecOps practices and improving delivery pipelines.
• Coordinate modernization workstreams, milestones, risks, dependencies, and stakeholder activities with delivery frameworks and metrics.
• Define and standardize frameworks, coding standards, team roles, and sprint or release cadences; create dashboards tracking throughput and defect trends.
