State of Indiana is seeking a Project Manager for the APCD program under the Indiana Department of Insurance. You will oversee multi-stakeholder IT projects, develop plans, timelines, budgets and risk mitigation strategies to deliver on scope and quality.

The role requires 5+ years IT or project management experience, strong leadership, and proficiency with Microsoft Office tools. This is an on-site position with comprehensive State benefits and opportunities for impact on Hoosier health policy.

About the Indiana Department of Insurance (IDOI):
The purpose of the Indiana Department of Insurance is to protect Hoosiers as they purchase and use insurance products to keep their assets and their families from loss or harm. Consumers may need assistance with certain claim situations or just help in understanding how their policies work. Our other primary obligation is to monitor the financial solvency of the insurance companies domiciled in Indiana so that the legal promises made in insurance policies are honored. To these ends, our Department staff is committed to providing exceptional customer service for both our consumers and our companies, and to maintain a fair and objective viewpoint as we examine each issue and circumstance within our jurisdiction.

Role Overview:

Currently under development, the Indiana All-Payer Claims Database (APCD) is a large state database that will include medical claims, pharmacy claims, and eligibility and provider files collected from private and public payers. (See Indiana Code 27-1-44.5) The purpose of the APCD is to identify health care needs, provide information for healthcare policy, compare costs between various treatment settings and approaches, provide information to consumers and purchasers of health care, and improve the quality and affordability of patient healthcare and health care coverage in Indiana. Serving as the day-to-day vender point of contact for the APCD Administrator, the Project Manager is responsible for overseeing the timely completion of specific project deliverables within project scope

A Day in the Life:

The essential functions of this role are as follows:

• Manage projects with moderate complexity and scope that may involve multiple internal or external stakeholders or contracted resources.
• Develop and manage detailed project plans, timelines, work breakdown structures and budgets.
• Define user and project team member’s roles and responsibilities on each project. Coordinate with cross-functional teams.
• Manage and problem-solve for project risks, issues and changes while ensuring proper escalation when needed.
• Coordinate and monitor activities of all stakeholders to ensure the project is completed within any time constraints.
• Communicate project status to management and project stakeholders.
• Conduct post-project evaluations and prepare lessons learned to improve future projects.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

• Advanced knowledge of project management methodologies, risk management, and estimation of resources.
• Considerable knowledge and application of project management theories and practices.
• Considerable knowledge of the information systems development life cycle, information technology, project tools and approaches to development and implementation.
• Considerable problem solving and analytical skills.
• Ability to lead project team by encouraging and influencing others to perform, as well as collaborate across departments.
• Effective communication skills. Comfortable making presentations to stakeholders.
• Advanced knowledge and experience of Microsoft products: Outlook, SharePoint, Word, Excel, Project, and Visio.

A degree is not required. However, at least 5+ years of experience in information technology, computer science, Business Administration or a related field including 3 years of project management experience applying the below, outlined knowledge, skills, and abilities in a similar role.

Supervisory Responsibilities/Direct Reports:

This role may serve as a team lead for an assigned work group.
