The Unemployment Insurance Support Division (UISD) is actively recruiting an Analyst IV to join the Benefit Accuracy Measurement Monitoring, Evaluation & Reporting (BAMMER) Unit. The analyst will serve as the expert and primary consultant for the Benefit Accuracy Measurement (BAM) program activities, improper payment analysis, and program evaluation. The incumbent is relied upon by management and stakeholders as a prime resource for expert consultation, strategic recommendations, and resolution of difficult program issues that have significant operational and compliance impacts.
The Analyst IV serves as the Department's lead subject matter expert and statewide authority for BAM analytical activities and improper payment evaluation. In this capacity, the incumbent functions as a federal liaison and represents the Department during U.S. Department of Labor BAM peer reviews, federal program evaluations, and other oversight activities. The position regularly communicates and consults with federal partners, management, and stakeholders regarding sensitive program findings, compliance concerns, and operational issues. The incumbent exercises a high degree of discretion and professional judgment when evaluating complex information, interpreting federal guidance, and recommending solutions to address identified risks and deficiencies.
The position participates in Integrated Claims Management System (ICMS) meetings and provides program governance by making recommendations and decisions related to BAM program activities, compliance requirements, reporting processes, and operational improvements. The Analyst IV frequently serves in a highly consultative role, advising management and stakeholders on policy interpretation, program risks, operational impacts, and recommended courses of action. The incumbent is often called upon to address unprecedented or highly sensitive issues where established guidance may be limited and where independent analysis and professional judgment are critical to achieving successful outcomes.
As the recognized authority in the program area, the Analyst IV teaches, mentors, and provides highly advanced technical guidance to staff and program partners regarding policies, procedures, analytical methodologies, and best practices. The incumbent serves as a trusted advisor and consultative resource to management by providing expert interpretation of program requirements, evaluating the impact of proposed changes, and recommending strategies to improve program performance and organizational effectiveness.
This position requires exceptional analytical and problem-solving skills, the ability to manage multiple high-priority assignments, and the capacity to effectively communicate complex and sensitive information to diverse audiences. Success in this role depends on the ability to exercise sound professional judgment, maintain confidentiality, develop innovative solutions to complex operational challenges, build collaborative relationships with internal and external stakeholders, and provide leadership that supports statewide program oversight, compliance, and continuous improvement.
Telework is currently available. Employees are required to report to their headquarters office. We will consider candidates from all parts of California. Employees are required to report to their designated headquarters office in Sacramento or Anaheim. Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month.
