Job Description And Duties

The Program Efficiency Unit is seeking a motivated, analytical, and solutions-oriented Analyst I/II to join our growing team dedicated to improving efficiency, strengthening workflows, and enhancing service delivery across the department. This is an excellent opportunity for someone who enjoys problem-solving, collaborating with program partners, and using data and process analysis to help programs work better for staff and customers. As part of our team, the Analyst I/II will support process improvement initiatives by reviewing existing workflows, analyzing operational data, identifying bottlenecks, and assisting in the development of practical recommendations. The ideal candidate is curious, detail-oriented, comfortable learning new tools and processes, and able to translate analysis into clear, actionable insights. The Analyst I/II will work closely with program staff to gather information, document processes, review procedures, and support change efforts. This role may include creating process maps, drafting workflow documentation, performing root-cause analysis, assisting with improvement plans, and helping programs implement process changes. The successful candidate will bring strong communication skills and a collaborative mindset to help ensure improvements are sustainable and aligned with program needs. This position is headquartered in the Central Office in Sacramento. Will consider candidates who are located throughout the State of California. This position allows for a hybrid telework schedule, which is subject to change, under EDD's telework policy. California Government Code Section 14200 requires employees to reside in California to telework. Employees are required to report to their headquarters office, for their in-office days. Employees may be assigned to report to another DI office closer to their California residence. Travel expenses to and from the assigned headquarters/office are the responsibility of the employee.

This position is a part of the Disability Insurance Command Center Division. The Disability Insurance Branch of the Employment Development Department ensures eligible Californians receive paid wage replacement benefits when they are unable to work due to a non-work-related illness, injury or pregnancy. The Command Center Division in the DIB, where this position is located, oversees workload performance, collects real-time data analytics and focuses on providing best-in-class training and quality management oversight for the Branch.

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month.
