Job Description And Duties

THIS POSITION MAY BE ELIGIBLE FOR A HYBRID WORK SCHEDULE. THE AMOUNT OF TELEWORK IS AT THE DISCRETION OF THE DEPARTMENT AND IS SUBJECT TO CHANGE AS BUSINESS NEEDS ARISE.


This position is eligible for hybrid telework, which may be subject to change. The selected candidate must live in California and report to the nearest Disability Insurance Branch (DIB) office for in-office days.


Under the direction of the Supervisor I, the Branch Trainer develops and delivers program-based training, soft skills training, and professional development programs for staff and managers. The incumbent assesses training needs and translates complex program policies and procedures into clear instructional materials and learning experiences that support knowledge transfer and performance improvement.


The Branch Trainer develops and updates training materials such as presentations, facilitator guides, job aids, reference materials, and eLearning modules. The incumbent collaborates closely with subject matter experts to ensure training content is accurate, relevant, and aligned with operational goals.


Responsibilities include delivering instructor-led and virtual training sessions, developing self‑paced eLearning, and maintaining training resources used across the program.


This position offers a unique opportunity to influence many facets of training and development for DIB employees, positively impact customer outcomes, and contribute to program improvement at one of the largest and most influential state agencies.


Prior experience supporting benefit programs training is required. Candidates with experience facilitating training, developing training materials, or supporting employee learning and development are encouraged to apply.


The Disability Insurance Branch (DIB) of the Employment Development Department (EDD) ensures eligible Californians receive paid wage replacement benefits when they are unable to work due to a non-work-related illness, injury, or pregnancy. The Command Center Division (CCD) of DIB oversees workload performance, provides real-time data analytics, and delivers training and quality management oversight. The CCD Training Group leads the learning and development efforts for new‑hire training, program training, and professional development initiatives.


Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month.
