About the Opportunity:

Under the direction of the Supervisor I, the Analyst II performs complex analytical tasks relating to the provision of federal and state disaster assistance grant programs within the Cal OES Recovery Operations Program. Recovery Operations Analyst II performs a broad range of full journey level analytical tasks relating to financial, programmatic, and administrative requirements of the Public Assistance (PA) Disaster Grant, California Disaster Assistance Act (CDAA), Fire Management Assistance Grant (FMAG), Hazard Mitigation Grant Program (HMGP), Hazardous Materials Emergency Preparedness grant (HMEP), Pre-Disaster Mitigation program (PDM), Flood Mitigation Assistance (FMA), Interagency Recovery Coordination (IRC), and other grant programs. Works under strict regulatory and administrative deadlines and acts with independence to maintain a routine workload and respond to short term special projects and priority assignments. Formulates policies, procedures, grants, and makes recommendations on program related issues and advises management on potential program alternatives and impacts. May also serve in a lead capacity over Analyst Is and program support staff.

Must be able to logically and creatively analyze and resolve governmental/administrative problems of an intermediate complexity using various tools and program applications; gather and analyze data to develop and evaluate alternatives for a variety of program related areas; make recommendations to management on those alternatives; communicate effectively orally and in writing, and function in an environment with demanding and changing priorities. Works independently while maintaining a standard workload and responding to frequent short‑term tasks.

  • This is a 12 month Limited‑Term position that may be extended up to 24 months and/or with the possibility of becoming permanent.**
Desirable Qualifications:

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience working with financial, budgetary, or other numerical information, including reviewing data for completeness, accuracy, and consistency.
  • Ability to gather, analyze, and interpret both quantitative and qualitative information to support effective decision making.
  • Experience using databases, spreadsheets, information systems, or other digital tools to track, manage, or analyze data.
  • Strong written communication skills, including preparing reports, summaries, correspondence, or presentations that are clear, organized, and concise.
  • Ability to communicate information effectively with internal staff, management, external partners, and other stakeholders.
  • Strong organizational and time management skills, with the ability to prioritize assignments, meet deadlines, and maintain accuracy in dynamic or fast paced environments.
  • Experience contributing to or maintaining process documentation, workflows, or procedures to support consistency, compliance, or operational improvement.
  • Demonstrated ability to work both independently and collaboratively, establishing and maintaining positive working relationships.
  • Ability to exercise sound judgment, maintain confidentiality, and handle sensitive information with discretion.
  • Experience identifying issues, researching information, and recommending practical solutions to support program or operational improvements.
  • Demonstrated flexibility and adaptability in responding to changing priorities, assignments, or program needs.
  • Commitment to ongoing learning and familiarity with tools or methods used in data management, program evaluation, financial tracking, or administrative analysis.
Working Conditions:

This position is located in the Recovery Financial Processing Division in Mather, CA.

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

Conflict of Interest (COI): This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

The Recovery Directorate is responsible for managing disaster recovery and providing assistance to local governments, special districts, certain nonprofit organizations, individuals, businesses and agricultural communities impacted by disasters. The Recovery Directorate ensures state and federal support are provided in an efficient and timely manner throughout the recovery process.

The Recovery Directorate is comprised of three sections — Recovery Operations, Hazard Mitigation, and Interagency Recovery Coordination. Recovery personnel are responsible for assisting in the management of statewide disaster recovery efforts, as well as assisting agricultural communities, businesses, certain nonprofit organizations, individuals, local governments and special districts impacted by disasters.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
