Under the direction of the Program Manager II, Office of Emergency Services, the SEMS Operations Support Analyst performs the more responsible, varied, and complex journey-level technical analytical assignments to provide vital administrative and program support for the Response Systems Integration (RSI) Division. Working with a high degree of independence, the incumbent coordinates specialized training initiatives, maintains internal program databases, tracks divisional projects, and assists with RSI technical toolset management.
A core component of this role involves driving project development through robust interagency collaboration and cross-functional integration. The incumbent ensures absolute documentation accuracy and operational compliance, managing comprehensive work plans, milestones, and timelines using Microsoft Office and advanced project management software. Additionally, the incumbent conducts data-driven research to enhance emergency response practices, performs Completed Staff Work to develop and continuously refine complex disaster response documents, and fosters critical collaborative relationships with external governmental and non-profit entities.

Headquarter Response Operations manages the systems, alerts, training, products, documentation and support for the state operation center. Our goal is to ensure response teams and liaisons are equipped with the right tools to successfully support disaster response coordination across the regions and state.
The current State Operations Center (SOC) at the California Governor’s Office of Emergency Services has been a model for local governments, the private sector and non-profit organizations since it was built in 2001.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
