The California Department of Social Services is seeking a highly motivated Analyst I and/or Analyst II with strong analytical skills who is looking for meaningful work in a dynamic and high-profile environment to join the Fiscal Policy and Analysis Bureau of the Financial Management Branch (FMB). The Branch serves a key role in budget development, fiscal implementation, fund distribution and providing fiscal policy and oversight of California's multi-billion-dollar social service programs.
The FPS plays key roles within CDSS by developing fiscal policy, issuing guidance, and providing oversight of county programs through research, policy analysis, and data review. Additionally, Analysts in these positions will participate in the coordination of analysis and implementation of federal and state legislation and will participate in other special projects.
Under the direct supervision of the Supervisor I, the Analyst will be responsible for researching, formulating, and recommending fiscal policies (e.g. making recommendations regarding the allowability of certain costs or setting up claiming structures for different programs) to support the entirety of programs overseen by the CDSS and acting as fiscal liaison to assigned program administrators. Liaisons will participate in on-site technical assistance, fiscal monitoring reviews, and working with the counties to ensure claiming and reporting are completed accurately and timely. Successful candidates will be able to present and articulate their concepts clearly and concisely to program stakeholders, local government representatives, multiple CDSS Branches, and Executive Management.
Telework / Remote Work Information:
This position is primarily in-office, but may be eligible for up to one day a week of telework.

This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance of the State Capitol, parks, restaurants, farmers’ markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.
This position may be eligible for Hybrid work. In-person attendance is required based on the operational needs of the position and in accordance with Executive Order N-22-25 the Statewide Hybrid Telework Policy, Government Code section 14200, and any applicable department telework requirements. The successful candidate must reside in California at the time of appointment. Proof of California residency may be required.

The Financial Management Branch (FMB) is comprised of three bureaus; Children and Adult Programs Estimates Bureau, CalWORKs and CalFresh Estimates Bureau and Fiscal Policy Bureau. The branch plays a key role in developing fiscal policy, working with the Department's core programs to develop the Local Assistance Budget and meeting the research and data needs required for sound decision-making. The Fiscal Policy and Analysis Bureau is responsible for fiscal policy related matters to support overall program administration and budget development and implementation. This includes overall analysis and coordination of federal and state legislation for fiscal impact, as well as serving either lead or support capacities for special projects.
